Social insurance refers to a social security system that is mandated by the state through legislation and financed by workers, enterprises (employers) or communities, and the state*** to establish an insurance fund to provide material assistance to workers themselves or their immediate family members for support when they are incapacitated or temporarily out of work due to old age, work-related injuries, illness, childbirth, invalidity, unemployment, or death. Social insurance includes five programs: old-age insurance, medical insurance, unemployment insurance, industrial injury insurance and maternity insurance.

Pension insurance: the basic pension insurance system combining social integration and individual accounts is a new type of basic pension insurance system pioneered by China in the world. This system adopts the traditional mode of raising basic pension insurance premiums in the mobilization of basic pension insurance funds, i.e., the state, units and individuals **** the same burden; the basic pension insurance fund to implement the social mutual aid; in the calculation of the basic pension using a structural calculation method, emphasizing the incentive factor of the individual account pension and the difference in labor contribution. As a result, the system has absorbed the advantages of the traditional pension insurance system and drawn on the strengths of the individual account model; it has embodied the characteristics of social insurance in the traditional sense of social mutual aid, risk diversification and strong protection, and emphasized the employees' sense of self-protection and incentive mechanism. With the continuous improvement of the system in China's practice, it will surely have a far-reaching impact on the history of the development of the world's pension insurance.

Medical insurance: China's public medical care and labor insurance medical care established in the early 1950s are collectively known as employee medical insurance. It is an important part of the national social security system and one of the important programs of social insurance.

Medical insurance has the basic characteristics of social insurance, such as compulsory, mutual aid and social. Therefore, the medical insurance system is usually legislated by the state, mandatory implementation,

establishment of a fund system, the cost of which is paid by the employer and the individual *** together, and the medical insurance premiums are paid by the medical insurance organization, in order to solve the medical risks brought about by the workers due to illnesses or injuries.

Medical insurance is a kind of material help given by the state or society when people are sick or injured, i.e., a social security system that provides medical services or financial compensation.

China's medical insurance has been implemented for more than 40 years and has played a positive role in protecting the health of workers and maintaining social stability. However, with the establishment of the socialist market economy and the deepening of state and enterprise reforms, it has become difficult for this system to solve the problem of basic medical protection for workers in a market economy.

The State Council issued the Decision of the State Council on the Establishment of a Basic Medical Insurance System for Urban Workers (Guo Fa [1998] No. 44) in December 1998, deploying a nationwide effort to comprehensively promote the reform of the workers' medical insurance system, and calling for the basic establishment of a basic medical insurance system for workers nationwide within 1999.

Unemployment insurance:Unemployment insurance refers to the system of providing material assistance to workers whose sources of livelihood have been temporarily interrupted by unemployment through a centralized fund set up by society and made mandatory by the state through legislation. It is an important part of the social security system and one of the main programs of social insurance. Unemployment insurance has the following main features: First, it is universal. First, it is universal. It was established primarily to protect the basic livelihood of wage-earning workers after they become unemployed, and its scope of coverage includes most members of the labor force. Therefore, in determining the scope of application, insured units should be regardless of sector and industry, regardless of the nature of ownership, and their workers should be regardless of the form of employment, regardless of home town or countryside, and after the dissolution or termination of the labor relationship, as long as they meet the conditions, they all have the right to enjoy the benefits of unemployment insurance. Analysis of the changes in the scope of application of unemployment insurance in China has shown a trend of gradual expansion, from the four types of people in state-owned enterprises to the seven types and nine types of people in state-owned enterprises and the employees of enterprises and institutions under entrepreneurial management, and then to all enterprises and institutions and their employees in cities and towns as stipulated in the Regulations on Unemployment Insurance, fully reflecting the principle of universality. Second, it is compulsory. It is made compulsory through the enactment of laws and regulations by the State. According to the regulations, units and their employees within the coverage of the unemployment insurance system must participate in unemployment insurance and fulfill their obligation to make contributions. According to the relevant provisions, units and individuals who do not fulfill their obligations to make contributions should bear the corresponding legal responsibility. Third, mutual assistance. Unemployment insurance fund mainly from social mobilization, by the unit, individual and the state tripartite **** the same burden, the contribution ratio, the contribution mode is relatively stable, raised unemployment insurance premiums, regardless of the source of channels, regardless of the nature of the contributing units, all of them into the unemployment insurance fund, in the coordinated area of the unified scheduling and use in order to play the function of mutual aid.

Workers' compensation insurance; workers' compensation insurance is an important part of the social insurance system. It is a social security system in which the state and society provide medical treatment, livelihood protection, economic compensation, medical and vocational rehabilitation, and other material help for labor and relatives who suffer from accidental injuries and occupational diseases in production and work. The direct consequence of work-related injuries, i.e. occupational injuries, is that they harm the life and health of workers, and as a result, cause mental pain and economic loss to workers and their family members, which means that the workers' right to life and health, right to life and right to work are affected, damaged or even deprived of. Workers in their units to work, labor, the inevitable formation of mutual labor relations between the workers and employers, in the labor process, the employer in addition to pay the wages and salaries of the workers, if, unfortunately, and accidents, generated by the disability, death or occupational disease of the workers, at this time, the workers will naturally have the right to enjoy the right to work-related injury insurance. This right of the worker is fundamentally guaranteed by the national constitution and the labor law, which was promulgated by the State Council on July 5, 1994 as the "Labor Law of the People's Republic of China", of which Article 73 stipulates: "Workers shall enjoy social insurance treatment according to the law under the following circumstances: ┄┄┄ (3) disability or occupational disease due to work". This basic law guarantees, in the form of a national law, that workers who are injured at work and their relatives are entitled to work-related injury insurance benefits. In order to enable workers to effectively enjoy work-related injury insurance treatment, the Ministry of Labor published the Trial Measures for Work-Related Injury Insurance for Enterprise Employees on August 12, 1996 (Ministry of Labor Issues [1996] No. 266), which is the policy measure for the implementation of the work-related injury insurance system at this stage, and also serves as the main basis for the implementation of the treatment of work-related injuries.

Maternity insurance:Maternity insurance is a social insurance system that provides, through national legislation, for the timely provision of material assistance by the state and society in the event of a temporary interruption of the labor force due to the birth of a child.

China's maternity insurance benefits mainly include two. The first is the maternity allowance, which is used to protect the basic living needs of female workers during maternity leave; the second is the maternity medical treatment, which is used to protect the basic medical care needs of female workers during pregnancy and childbirth, as well as during the implementation of birth control surgery by workers.

Maternity insurance relates to the immediate interests of the majority of female workers, and plays a very important role in protecting the production and reproduction of the social labor force. The practice of maternity insurance in China has proved that, under the conditions of market economy, the implementation of social co-ordination of maternity expenses and socialized management services has played an important role in balancing the burden on enterprises, improving the employment environment for women, and effectively safeguarding the basic rights and interests of female workers during childbirth. At the same time, it has also had a positive impact on family planning and eugenics.

The legal basis for maternity insurance is: the Labor Law of the People's Republic of China (PRC) promulgated on July 5, 1994; and the Trial Measures for Maternity Insurance for Enterprise Employees (Ministry of Labor Issues [1994] No. 504) issued on December 14, 1994 by the former Ministry of Labor. Relevant regulations include the Provisions on Labor Protection for Female Workers and Employees (State Council Decree No. 9) issued on July 21, 1988; and the Circular on Several Issues Concerning the Maternity Treatment of Female Workers and Employees (Laogai Zi [1988] No. 2) issued by the former Ministry of Labor on September 4, 1988.
