Social insurance (endowment insurance) for at least 6 months cannot be proved by social security card.

Social security certificate refers to the payment list issued by the Social Security Bureau, which details the computer number, ID number, starting and ending time of participation, payment amount, etc. of the social insurance applicant. The social security certificate must be printed by the social insurance computer system and stamped with the official seal of the Social Security Bureau.

There are several financial systems of social security: pay-as-you-go system, complete accumulation system and partial accumulation system. The function of social security is to help citizens face certain social risks, such as unemployment, illness, accidents, aging and death. Or guarantee basic living resources such as education and medical care.

According to these characteristics of social security and the different social security payment status of each person, the Social Security Bureau needs to issue a corresponding payment list, which is also conducive to the corresponding and accurate management of social security by the Social Security Bureau.

At present, the situation of employers and individuals participating in social insurance and paying social insurance premiums has become an important part of the qualification examination and certification of various departments. In order to do a good job in the issuance of social insurance payment certificates and strengthen the tracking management of payment objects, the relevant provisions are hereby clarified as follows:

First, if an individual needs to issue a certificate of insurance payment, the application service should be stamped with the official seal of the business on the Information Inquiry Form of Labor and Social Security Card. If it is necessary to affix the official seal of the center, it shall be signed by the chief of the reporting service section and affixed with the official seal of the center.

Two, the unit needs to issue the unit (or employee) insurance payment certificate, the audit department by the unit social insurance registration certificate or letter of introduction to issue a certificate, after the audit of insurance payment stamped with the official seal of the center to the comprehensive department. For units with insufficient coverage, obviously untrue payment and arrears, the audit department shall require them to conduct self-examination and rectification immediately, and those that cannot be rectified immediately for the time being shall be included in the audit object and follow-up management shall be implemented.

Third, the unit needs to issue a certificate to participate in the payment of enterprise annuity. The application service is based on the unit social insurance registration certificate and written application, and the basic old-age insurance payment certificate is issued in accordance with the Notice on Standardizing the Payment Certificate of Enterprise Basic Old-age Insurance forwarded by the Social Security Center of the Ministry (where the insured payment is not indicated in the form), which shall be signed by the director in charge and stamped with the official seal of the General Department.

Four, the official seal of the department business must be dedicated, and the comprehensive department must register the use of the official seal of the center for verification.
