Luyang district labor resources and social security bureau internal organization

According to the above responsibilities, the District Human Resources and Social Security Bureau has four functional departments:

(1) office

Comprehensively coordinate government affairs and assist bureau leaders in handling government affairs and daily affairs of bureau organs; Responsible for formulating various management systems and work plans of the Bureau and writing annual work reports; Responsible for the issuance and filing of documents of the bureau; Responsible for the organization of study, publicity, important meetings and activities of the bureau; Responsible for official document exchange and processing, information, files, letters and visits, confidentiality, administrative reception and logistics support; To undertake the submission of relevant bills, suggestions and proposals of the District People's Congress and CPPCC; Responsible for supervising and implementing the important arrangements and instructions of higher authorities and leaders, handling official documents and implementing the work arrangements of this bureau; Responsible for the construction of human resources and social security information system.

(2) Employment Promotion Section (District Employment and Social Security Leading Group Office)

To formulate employment and entrepreneurship plans and annual plans; Formulate policies and measures for equal employment of workers, rural labor transfer and cross-regional orderly flow, and improve the public employment service system; Guide and standardize the information management of public employment services; Participate in the formulation of management measures for the use of special employment funds; Implement the employment-related policies for college graduates; Formulate relevant policies and measures for entrepreneurial employment assistance and employment management of special groups; Organize, guide and coordinate the employment and entrepreneurship security management service institutions in the whole region to do a good job in entrepreneurship service; To formulate policies and plans for vocational training for urban and rural workers; Formulate incentive policies for training high-skilled talents and rural practical talents; Guide the employment of college graduates, and be responsible for the declaration and management of the employment internship base (unit) for college graduates; Responsible for the statistics and declaration of employment information of college graduates; Responsible for the examination and approval and supervision of professional intermediaries; Responsible for coordinating and managing the introduction of foreign intelligence in the whole region; Responsible for the selection, recommendation and service of experts who have made outstanding contributions to the country and the province and enjoy special government allowances; To undertake the specific work of the district employment and social security leading group and the office of the leading group for creating an entrepreneurial city.

(3) Social Security Section

Responsible for the implementation of macro-management policies and control measures for enterprise employees' wages, and put forward policy suggestions for adjusting income distribution; Responsible for the publicity, supervision and inspection of human resources and social security laws and regulations in the whole region; Responsible for labor supervision and arbitration of labor and personnel disputes; Responsible for the medical insurance for urban residents in the whole region; Responsible for the minimum living security for urban and rural residents; Responsible for the social security work of landless farmers in the whole region; Responsible for the work of endowment insurance in government agencies and institutions in the whole region; Responsible for the socialized management and service of enterprise retirees in the whole region; Organize the identification of work-related injuries of employees in enterprises within their jurisdiction.

(4) Personnel Management Section

To undertake the specific affairs of civil servant management functions; Formulate and implement supporting measures for personnel system reform in public institutions; To implement various systems of employment system management in public institutions, and organize their implementation, supervision and inspection; Responsible for organizing and supervising the open recruitment and recruitment of regional institutions; To undertake the personnel deployment of public institutions as required; Responsible for the audit of wages and benefits and retirement expenses of staff in institutions in the whole region; Formulate the specific system for the annual assessment of the staff of public institutions in the whole region and organize its implementation; Formulate and implement the post setting plan of public institutions in the whole region, and specifically examine and approve the post setting of public institutions; Responsible for the comprehensive management of professional and technical personnel in the whole region and the continuing education of personnel in public institutions; Responsible for guiding the implementation of professional and technical qualification system and title examination registration and workers' technical grade evaluation; Formulate plans for talent introduction and flow in the whole region; Organize and implement all kinds of talent flow and intellectual exchange, and manage and guide the talent market; Responsible for the assessment of personnel going abroad on business; Responsible for the approval and supervision of talent agencies; Responsible for the personnel file management of public institutions; To undertake the statistical work of annual salary statements and annual personnel statements of public institutions.
