The Gansu Provincial Department of Human Resources and Social Security issued the Notice of the General Office of the State Council and the General Office of the Central Committee of the CPC on Printing and Distributing the Institutional Reform Plan of the Gansu Provincial People's Government (Guo Ban Fa [2009]16) and the Notice of the Gansu Provincial People's Government of the CPC Gansu Provincial Committee on Printing and Distributing the Implementation Opinions on the Institutional Reform of the Gansu Provincial People's Government (Guo Ban Fa [2009] No.9).

The Department of Human Resources and Social Security of Gansu Province was officially put into operation on June 24th, 2009, which is the first government department to be officially put into operation since the overall reform of government institutions in Gansu Province was launched.
