According to the above responsibilities, the Municipal Human Resources and Social Security Bureau has 9 internal organs:

(a) the office (hanging file management department brand)

Responsible for coordinating and supervising the daily work of the organs; Responsible for office messages, meetings, confidential documents, archives, government affairs openness, confidentiality, information, publicity, personnel preparation, labor wages, party affairs and spiritual civilization construction; To formulate development plans and annual plans for human resources and social security undertakings and supervise their implementation; Responsible for administration according to law. (2) Human Resources Department (hanging the sign of military transfer)

To formulate policies and norms for the development of human resources market and organize their implementation; Formulate the access management system of human resources market service institutions, and guide and supervise the activities of professional intermediaries; Responsible for the examination and training of entry and exit countries (regions); Responsible for the identification of the qualifications of enterprises to hire foreign experts; To formulate policies and plans for the resettlement of demobilized military cadres and organize their implementation; To undertake relief work for demobilized cadres in enterprises; To undertake the specific work assigned by the municipal resettlement working group for demobilized military cadres.

(3) Personnel Management Section of public institutions

To study and formulate the overall plan for personnel system reform of public institutions, and formulate and organize the implementation of policies on post management, personnel recruitment, assessment, rewards and punishments, resignation and dismissal of public institutions; To undertake the audit and filing of the post setting scheme of public institutions; Responsible for the recruitment, transfer and employment of staff in public institutions; To formulate policies and plans for the management and continuing education of professional and technical personnel and organize their implementation; To undertake the training, selection and management of high-level professionals, senior professionals, young and middle-aged experts and people enjoying special government allowances who have made outstanding contributions to the country; Responsible for the management of professional and technical personnel title evaluation; Carry out and improve the professional and technical qualification examination system.

(4) Civil Service Management Section

To implement the laws, regulations and rules on the management of civil servants, formulate and improve relevant supporting policies in conjunction with relevant departments, and guide and organize their implementation; Responsible for the daily management of civil servants and management unit staff of municipal administrative organs at the corresponding level with reference to the Civil Service Law; To formulate training plans and plans for civil servants of administrative organs and organize their implementation; Work with relevant departments to formulate government incentive system and guide its implementation.

(5) Wages and Welfare Section

To implement the policies on salary and income distribution, welfare and retirement of staff in government agencies and institutions, put forward relevant policy suggestions and organize their implementation; Responsible for the audit and annual salary statistics of financial institutions directly under the municipal government.

(6) Social Insurance Section

Implement the basic policies and reform plans for pension, unemployment, medical care, work injury and maternity insurance; To organize the formulation of relevant policies, regulations and implementation measures for the city's basic medical insurance, work injury insurance and maternity insurance; To organize the formulation of management measures and cost settlement measures for designated hospitals and pharmacies; Responsible for the overall management of the city's serious illness Medicaid; Responsible for approving the early retirement of employees engaged in special types of work, disabled due to illness or non-work; Responsible for the examination and approval of enterprises and institutions directly under the municipal government to pay pension insurance for the retirement of employees; Implement the payment standard for the treatment of survivors of enterprise death and the treatment policy for employees' work-related disability; Responsible for accepting the identification of work-related injuries of workers who have established or formed labor relations (including actual labor relations) in various enterprises and individual industrial and commercial households with employees in shapotou district; Do a good job in rural old-age subsidies in shapotou district.

(7) Fund Supervision and Management Section

To formulate policies and measures to promote urban and rural employment in the city; Establish and improve the employment training and service system; Organize the implementation of vocational skill level training, appraisal, qualification certificate issuance and management of logistics personnel of enterprises, institutions and organs in the city; Responsible for the assessment and promotion of workers' technical level posts; Responsible for the planning, examination and approval management of vocational skill level training institutions organized by social forces; Responsible for the basic living security and re-employment of laid-off workers, and implement the labor and employment preparation system; Formulate policies and plans to promote the export of labor services and organize their implementation; Coordinate and handle major events involving migrant workers; Undertake relevant work assigned by the employment leading group.
