(a) the establishment of incentives and credit rating system.

(2) Establish and improve the wage payment guarantee system and the wage payment commitment system for migrant workers.

In the construction, transportation, water conservancy, land and other industries, the wage deposit system for migrant workers will be fully implemented, and the labor security supervision agency will collect the deposit according to a certain proportion of the total project cost before the start of construction. The specific measures for the management of the deposit shall be implemented by the labor security supervision institution in accordance with the relevant provisions, and the financial department shall supervise it.

Establish a wage payment commitment system for migrant workers. Before the project starts, the construction unit shall sign a letter of commitment with the labor security supervision institution to pay the wages of migrant workers. It is strictly forbidden for the construction unit to illegally subcontract the engineering services to unqualified contractors and other organizations or individuals who do not have the qualification of employment subject; The construction unit shall sign a labor contract with the employed migrant workers in accordance with the regulations, specify the payment method, standard and settlement time, and pay the wages of migrant workers directly to the migrant workers themselves on time and in full.
