Legal basis: Measures of Guiyang Municipality on Unemployment Insurance was promulgated by Guiyang Municipal People's Government, tel:1999.05.11.

Article 1 In order to ensure the basic livelihood of the unemployed during the period of unemployment and promote their re-employment, these Measures are formulated in accordance with the Labor Law of People's Republic of China (PRC), the Regulations on Unemployment Insurance, the Provisional Regulations on the Collection and Payment of Social Insurance Fees and other laws and regulations, combined with the actual situation of this Municipality.

Second urban enterprises and institutions within the administrative area of this Municipality and their employees must participate in unemployment insurance according to law and pay unemployment insurance premiums according to the provisions of these Measures.

Unemployed persons in urban enterprises and institutions that meet the requirements of these Measures shall enjoy unemployment insurance benefits.

The term "urban enterprises" as mentioned in these Measures refers to state-owned enterprises, urban collective enterprises, foreign-invested enterprises, urban private enterprises and other urban enterprises.

Article 3 The municipal labor administrative department is in charge of unemployment insurance in this Municipality. District and county (city) labor administrative departments are in charge of unemployment insurance within their respective administrative areas.
