The new rural insurance fund consists of individual contributions, collective subsidies and government subsidies.

(a) Individual contributions. Rural residents participating in the new rural insurance should pay pension insurance premiums in accordance with the regulations. Contribution standards are currently set at 100 yuan per year, 200 yuan, 300 yuan, 400 yuan, 500 yuan five grades, the localities can be based on the actual situation of additional contribution grade. Participants independently choose the level of contribution, and the more they pay, the more they get. The State will adjust the contribution levels in due course according to the growth of the per capita net income of rural residents.

(ii) collective subsidies. (C) government subsidies. Local governments shall subsidize participants' contributions, with the subsidy standard of no less than 30 yuan per person per year; appropriate incentives may be given to those who choose a higher-grade standard for contributions, with the specific standards and methods to be determined by the people's governments of the provinces (autonomous regions and municipalities). For groups with difficulties in making contributions, such as the severely disabled in rural areas, local governments pay part or all of the minimum standard pension insurance premiums on their behalf.
