(a) to implement the laws, regulations and policies of the state, Henan Province and Zhengzhou City on human resources and social security; To formulate the development plan of human resources and social security in the whole city, draft the local laws and regulations of human resources and social security in the whole city, and organize the implementation, supervision and inspection; Responsible for the statistics and information work of human resources and social security in the city, and establish and improve a unified human resources and social security information network and information service system.

(two) to formulate the city's human resources market development plan, implement the human resources flow policy, establish a unified and standardized human resources market, formulate human resources market management rules and implement supervision, and promote the rational flow and effective allocation of human resources.

(III) Responsible for promoting employment in the whole city, drawing up plans and measures for overall urban and rural employment development in the whole city, improving public employment service system and public entrepreneurship service system, establishing and improving employment assistance system, improving vocational qualification system, coordinating the establishment of vocational training system for urban and rural workers, implementing employment policies for college graduates, undertaking the reception of college graduates in accordance with regulations, and formulating policies and measures for training highly skilled talents and rural practical talents in conjunction with relevant departments to promote the development and utilization of human resources.

(four) to co-ordinate the establishment of a social security system covering the urban and rural areas of the city. Coordinate the formulation of policies, measures and standards for urban and rural social insurance and supplementary insurance in the city, organize the formulation of unified renewal measures for social insurance relations in the city, coordinate the formulation of basic old-age insurance policies for enterprises and institutions in the city, formulate the management and supervision system for social insurance and supplementary insurance funds in the city jointly with relevant departments, and prepare the draft budget and final accounts of social insurance funds in the city.

(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, guide the implementation of the city's economic restructuring policies involving the protection of workers' resettlement rights and interests, and maintain the stability of the city's employment situation and the overall balance of social insurance funds.

(VI) In conjunction with relevant departments, guide and implement the wage income distribution policies of government agencies and institutions, establish the normal wage growth and payment guarantee mechanism of government agencies and institutions, guide and implement the welfare and retirement policies of government agencies and institutions, formulate macro-control measures for the wages of employees of enterprises in the city and implement supervision, formulate the minimum wage standard and enterprise wage guidance line in the city, and issue the wage guidance price in the labor market.

(7) jointly with relevant departments, guide the personnel system reform of public institutions in the city, formulate measures for the management of staff in public institutions and organs, participate in talent management, strengthen the construction of high-level talent teams, formulate policies and measures for the management and continuing education of professional and technical personnel in the city, be responsible for the reform of professional title system in the city, be responsible for introducing, selecting and cultivating high-level professional and technical personnel in the city, and formulate policies and measures for domestic and foreign experts and overseas students to work together or settle down.

(8) To guide the implementation of policies and plans for the resettlement of demobilized military cadres in conjunction with relevant departments, be responsible for the education and training of demobilized military cadres in the city, organize the formulation of policies and measures to help demobilized military cadres in some enterprises solve difficulties and stabilize themselves, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in the city's administrative organs, formulate policies and measures for the deployment of personnel and the placement of special personnel, formulate the government reward system, be responsible for the government reward work, and organize the implementation of the national honor system in conjunction with relevant departments.
