Flexible Employment Subsidy Policy

The social security subsidy policy for flexible employment is an important policy of the government to encourage and promote the laid-off unemployed and people with employment difficulties to realize employment by means of flexible employment, and its main purpose is to reduce the pressure of insurance for the insured staff and enterprises. At present, all provinces and cities in China are implementing the policy of social security subsidies for flexibly employed people according to the local actual situation.

One of the social insurance subsidy policies for flexibly employed people is outlined as follows

Flexible employment of people with difficulties in employment and payment of social insurance premiums in their personal capacity will be given a monthly subsidy of 350 yuan per person for employee pension insurance (450 yuan per person per month for employees enjoying the minimum subsistence guarantee) and a monthly subsidy of 100 yuan for employee medical insurance. The subsidy period is up to three years, except for those who are less than five years (including five years) from the statutory retirement age, who can be extended to retirement.

Two, social security subsidies for flexibly employed people

1. Target beneficiaries: recognized employment difficulties, unemployed college graduates within two years after leaving school, who have realized flexible employment and are registered, and who pay social insurance premiums on their own.

2. Policy contents:

(1) The subsidy standard is 50% of the actual payment of basic pension insurance and basic medical insurance premiums. The subsidy period for people with employment difficulties generally does not exceed 3 years, and if they still fail to realize stable employment at the end of the 3-year period, the period of social insurance subsidy can be extended for a one-time period of no more than 1 year according to the actual situation. Among them, those who are less than 5 years away from the legal retirement age can enjoy the benefits until retirement at most (subject to their age when they are first approved to enjoy the social insurance subsidy). For those unemployed college graduates who are flexibly employed within 2 years of leaving school, the subsidy period shall not exceed 2 years at most.

(2) Application process:Flexible employment social security subsidies for individuals to apply for, first pay and then make up for the principle. Subsidies for individuals and units are used for expenditures such as vocational training subsidies, vocational skills appraisal subsidies, social insurance subsidies, public welfare post subsidies, entrepreneurship subsidies, employment apprenticeship subsidies, and job-seeking and entrepreneurship subsidies; and subsidies for capacity building of public *** employment services are used for expenditures such as subsidies for employment and entrepreneurship services and subsidies for the cultivation of highly-skilled personnel.

If there is any duplication between the same item of employment subsidy funds subsidy and unemployment insurance treatment, individuals and units may not enjoy it repeatedly.
