Can I use the social security card issued by a foreign university?

Legal analysis: social security cards cannot be used in different places for the time being. Social security card is used by residents to handle human resources and social security services such as paying social insurance, seeking medical treatment in hospitals, purchasing medicines in pharmacies, and inquiring about information, personal settlement services such as bank deposit and withdrawal and transfer, and financial services such as credit card consumption and online banking registration. However, at present, the settlement of medical insurance accounts in different places has not been fully realized, so the insured is allowed to have and only have the second-generation social security card in the insured city, and can only use the medical insurance function locally.

Legal basis: Article 72 of the Social Insurance Law of People's Republic of China (PRC) establishes social insurance agencies in overall planning areas. According to the needs of the work, with the approval of the local social insurance administrative department and the organization management organ, the social insurance agency may set up branches and service outlets in this overall planning area.

The personnel expenses of social insurance agencies and the basic operating expenses and management expenses incurred in handling social insurance shall be guaranteed by the finance at the same level in accordance with state regulations.
