If your file is in Jinan, or you have a local residence permit, you can pay it in your file or the social security center where you live, and get your ID card, file and residence permit.

If you have a labor relationship with the company, the company should pay insurance. This is the law. You can apply for labor arbitration in the future and ask the company to pay back the money.
