The Social Security Bureau and the Labor Bureau are the same unit, which was merged into the Human Resources and Social Security Bureau in 2009. The medical insurance bureau and the social security bureau are a unit, and now they are all subordinate to the local human resources and social security bureau. The Medical Insurance Bureau is responsible for accepting the daily affairs such as the examination and approval, payment and management of the basic medical insurance, industrial injury insurance, maternity insurance and the medical expenses pooling fund for retired cadres, and providing corresponding management services for employers, employees and retired cadres who participate in the basic medical insurance, industrial injury insurance and maternity insurance. The Social Security Bureau is an administrative agency under the Human Resources and Social Security Bureau, which is responsible for the collection and management of social insurance funds in the city.
The Human Resources and Social Security Bureau consists of: office, comprehensive laws and regulations section, planning and finance section, employment promotion (unemployment insurance) section, human resources development and marketing section, personnel management section of public institutions, migrant workers' work (labor supervision) section, labor relations section, wages and welfare section, endowment insurance section, medical insurance section, industrial injury insurance section, civil servant management section, training and education section and labor supervision section.
Human Resources and Social Security Bureau (commonly known as "Labor Bureau"), the office hours of human resources and social security bureaus are different all over the country, and the office hours of human resources and social security bureaus in specific areas follow the office hours stipulated by the local government. When we pay social security, there are two situations.
First, employees pay social security. Employees need to pay five insurances, namely, endowment insurance, medical insurance, maternity insurance, unemployment insurance and industrial injury insurance. Among them, the contribution rate of the endowment insurance unit is 16%, which is included in the overall account, and 8% of the individual contribution is included in the personal account; The medical insurance unit pays 6% into the overall fund, and the individual pays 2% into the personal account; Unemployment insurance units and individuals each pay 0.5%, all of which are included in the unemployment insurance fund. Maternity insurance and industrial injury insurance are not paid by individuals, and are all borne by the unit.
Second, pay social security as a flexible employee. Flexible employees can only apply for endowment insurance and medical insurance when handling social security. Unemployment insurance, maternity insurance and industrial injury insurance are generally not aimed at flexible employees, but only at units. The proportion of flexible employees paying endowment insurance is 20%, and all contributions are borne by individuals, of which 12% is included in the overall account and 8% is included in the personal account; Medical insurance pays 8% and needs to be paid in full. Among them, 6% is included in the overall fund and 2% is included in the personal account.
