The procedures for individuals to apply for social security for the first time are as follows:

1. Log on to the website of the Human Resources and Social Security Bureau, click "Online Service" and "Login through Self-Service Window" to enter the online self-service login page;

2. Select the corresponding options of "business type", "business object", "related business" and "inquiry handling", enter the correct personal ID number and name options, and log in to the declaration system;

3. Click on the left menu "Personal Information Verification" and fill in personal information. The required items are marked with an asterisk. If there is no information about the public security photographer, you should manually enter the "photo receipt" item. The photo receipt is obtained from the social security card photos taken by the photo library, which has been checked and submitted by default.

4. The page will automatically jump to "Print Application Registration Form" and click "Download Registration Form" or "Print Registration Form". "Download Registration Form" refers to downloading and generating the file "Application Registration Form for Social Security Card of the People's Republic of China" and printing it in the printing shop;

5. The page will automatically jump to "Print Payment Book", click "Download Payment Book" or "Print Payment Book", download and generate the document "Notice of Non-tax Income Payment", and print it in the print shop;

6. After printing the payment form, the personal online application process is completed. Applicants must hold the Notice of Payment of Non-tax Income to the local bank to pay fees, receive financial receipts, get cards and activate them.
