Beijing disabled people pay their own pension insurance subsidies

The state has no uniform subsidy policy for individuals paying basic pension insurance, but only for women aged 40 and men aged 45 or older (referred to as the "4045" unemployed), as well as people with disabilities who are moderately or severely disabled can apply for social insurance subsidies for flexible employment. And this policy varies from province to province and autonomous region to autonomous region.

1. Take Beijing as an example: in order to encourage the urban registered unemployed to take up flexible employment, according to the spirit of "Beijing Municipal People's Government Implementing the Notice of the State Council on Further Strengthening the Document on Employment and Re-employment" (Beijing Zheng Fa [2006] No. 4), the "Beijing Municipal Urban Registered Unemployed Flexible Employment Social Insurance Subsidy Measures" was formulated, which is applicable to those who have the urban hukou in the city and are engaged in flexible employment and have applied for the employment subsidy program. The Measures are applicable to urban registered unemployed persons with urban residence in Beijing who are engaged in flexible employment and have applied for employment registration. Those who meet the relevant conditions can apply for social insurance subsidies for flexible employment.

2. The duration of the social insurance subsidy for flexible employment:

(1) "4045" unemployed persons and moderately disabled persons in accordance with the provisions of Article 3 can enjoy the social insurance subsidy for a cumulative total of up to three years;

(2) urban registered unemployed persons and severely disabled persons who have been employed for less than five years from the statutory retirement age can enjoy the social insurance subsidy for a cumulative total of up to three years. persons with severe disabilities can enjoy the social insurance subsidy for a cumulative maximum of 5 years.

3. Beijing's social insurance subsidy standards for flexible employment:

(1) Basic pension insurance is based on the contribution base of the monthly minimum wage of employees at the end of the previous year in the city, with a subsidy of 20% at the rate of 28%, and an individual's contribution of 8%;

(2) Unemployment insurance is based on the monthly minimum wage of employees at the end of the previous year in the city, with a subsidy of 1.5% at the rate of 2%, and an individual's contribution of 0.5%. 1.5%, and individuals pay 0.5%;

(3) Basic medical insurance is based on 70% of the average monthly salary of employees in the city at the end of the previous year, and is subsidized by 6% according to the ratio of 7%, and individuals pay 1%.

4. Application and approval procedures for social insurance subsidies for flexible employment:

(1) Flexibly employed persons should go to the social security office of the street (township) where their hukou is located (hereinafter referred to as the "social security office"), and submit their identity cards, preferential reemployment certificates, and the disabled persons' certificates of the People's Republic of China and the State for the Disabled, and the Beijing Municipal Certificate for the Disabled, and the Beijing Municipal Certificate for the Disabled. (2) The social security office accepts the relevant materials and conducts a preliminary examination of the applicant's actual situation within 7 working days, and reports to the district and county labor security departments if the applicant meets the conditions; the district and county labor security departments examine the application materials within 5 working days, and report to the municipal labor security departments if the applicant meets the conditions; the municipal labor security departments issue an approval.

(3) The social security office will notify the applicant within 5 working days after receiving the approval, and notify the applicant in writing if the application is not approved.
