New Policy for Private Teachers in 2022

According to the spirit of the State Council Document No.32 (1997), all localities are required to solve the problem of private teachers before 2000. According to the policy at that time, no more private teachers were added, and qualified private teachers were changed into public teachers in a planned way. There are 800,000 private teachers in China. At the same time, 30,000 to 40,000 people are recruited to secondary normal schools for training and then transferred to public schools as teachers.

For unqualified teachers, they should be dismissed and given a one-time economic compensation. We should establish private teachers' insurance and welfare funds, improve the retirement methods of private teachers, and ensure the lives of old, sick and disabled private teachers. Where conditions permit, private teachers can retire after leaving their posts with reference to the relevant provisions on the retirement of public teachers. Judging from the provisions of Document No.23, the state's policy on private teachers is relatively clear, and the efforts to implement it in various places are also relatively strong.

In 2022, the state will not introduce a new subsidy policy for the original private teachers. It mainly contains two meanings.

The first is dismissal compensation. Giving one-time economic compensation when dismissing private teachers has been clearly required in the State Council No.32 document (1997), and the measures and methods stipulated in No.8 document are more specific, that is, according to the provisions of the Labor Law and the Labor Contract Law, giving one-time economic compensation according to the time when I substitute for classes or private teachers. The compensation standard is comprehensively determined according to the local minimum living standard and the average monthly salary of employees, but it is not lower than the local minimum wage standard.

The second is to include social insurance. The opinion requires that the contributions of private teachers and substitute teachers should be fully considered and included in the endowment insurance for urban and rural residents or the endowment insurance and medical insurance for enterprise employees. Eligible people can enjoy local subsistence allowances and medical assistance.

To sum up, there is no new subsidy policy for private teachers in 2022. The key to the subsidy policy for private teachers is to implement it according to the provisions of the State Council No.32 Document (1997) and Jiao Ren No.8 Document (20 1 1). Those who failed to give a one-time subsidy at that time should be implemented, and the elderly, weak, sick and disabled private teachers who retired from their posts should take practical measures to ensure their lives.
