According to the Notice of Guangdong Provincial Organizing Committee on Printing and Distributing the Implementation Plan of Zhongshan Municipal Government Institutional Reform (No.34 [2009] of Guangdong Provincial Organizing Committee), Zhongshan Municipal Bureau of Human Resources and Social Security was established as the working department of the Municipal People's Government.

Main responsibilities of Zhongshan Human Resources and Social Security Bureau for extending information

(a) to implement the national, provincial and municipal policies, laws and regulations on the development of human resources and social security, draft normative documents, formulate plans and policies for the development of human resources and social security, and organize their implementation, supervision and inspection.

(two) to formulate and organize the implementation of human resources market development planning and human resources flow policy, strengthen the cultivation and supervision of human resources market and intermediary service institutions, establish a unified and standardized human resources market, and promote the effective allocation and rational flow of human resources.

(III) Responsible for promoting employment, formulating urban and rural employment development plans and policies, improving public employment service system, improving employment assistance system and vocational qualification system, coordinating the establishment of vocational training system for urban and rural workers, managing technician colleges, technical schools and various vocational training institutions, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.
