Is the Human Resources and Social Security Bureau a civil servant?

The Personnel Bureau, the Civil Service Bureau and the Personnel, Labor and Social Security Bureau, collectively referred to as the Human Resources and Social Security Bureau, were formed by the merger of the Personnel Bureau and the Labor Bureau. The Civil Service Bureau is an office unit under it, which is responsible for the employment management of civil servants.

The Human Resources and Social Security Bureau is a subordinate unit of the Organization Department, which manages cadres, such as the selection and appointment of cadres.

Article 10 The acts of civil servants in performing their duties according to law shall be protected by law.
