1. 2, responsible for promoting employment services, formulate and implement urban and rural employment development plans and policies and measures, improve the public employment service system, formulate and implement the employment assistance system; Responsible for the employment service of college graduates.

3. Formulate incentive policies for vocational training of urban and rural workers and training of high-skilled talents and practical talents in rural areas; Responsible for employment training, vocational and technical training, vocational skill appraisal and technician rating; To guide and manage the skills training of workers and the re-employment training of laid-off workers; Improve the vocational qualification system and establish a vocational training system for urban and rural workers as a whole.

Legal basis: Regulations of the State Council on Working Hours of Employees.

Article 3 Employees shall work 8 hours a day and 40 hours a week.

Article 7 State organs and institutions shall practise uniform working hours, with Saturdays and Sundays as weekly rest days. Enterprises and institutions that cannot implement the unified working hours stipulated in the preceding paragraph may flexibly arrange weekly rest days according to actual conditions.
