3. Responsible for promoting employment and entrepreneurship, formulating the overall planning and policies for urban and rural employment and entrepreneurship development and organizing their implementation, improving the public employment and entrepreneurship service system, establishing the vocational skills training system for urban and rural workers, taking charge of technical education, formulating the employment promotion policy for entrepreneurship, formulating the employment assistance system, and taking the lead in formulating the employment policy for college graduates.

4, responsible for promoting the establishment of a multi-level social security system covering urban and rural areas. Formulate social insurance and supplementary insurance policies for old-age pension, unemployment and work-related injuries in the city and organize their implementation. Organize the formulation and implementation of the management and supervision system of social insurance and supplementary insurance funds such as pension, unemployment and work injury, and prepare the budget and final accounts of social insurance funds.

5. Be responsible for the prediction and information guidance of employment, unemployment and related social insurance funds, formulate response plans, implement prevention and control, and keep the employment situation stable.
