According to the spirit of the Minimum Wage Regulations of Henan Province and the Notice of the People's Government of Henan Province on Adjusting the Minimum Wage Standard of Henan Province, the minimum wage standard of the whole city will be adjusted from 1 in 2022. The relevant matters are hereby notified as follows:

1. Adjustment of minimum wage standard: the monthly minimum wage in urban areas and changge city is 2,000 yuan, and the hourly minimum wage is 19.6 yuan; The monthly minimum wage in Yuzhou, Yanling and Xiangcheng counties is 1800 yuan, and the hourly minimum wage is 17.6 yuan.

The monthly minimum wage applies to full-time employees and the hourly minimum wage applies to part-time employees.

Two, the minimum wage paid by the employer to the workers does not include the following contents:

Overtime pay;

Allowances under special working environments and conditions such as middle shift, night shift, high temperature, low temperature, underground, toxic and harmful;

Non-monetary income paid by employers to workers by subsidizing food and housing;

Various social insurance premiums and housing accumulation funds paid by employers for workers according to law;

Welfare benefits provided by employers to workers in accordance with state regulations.

III. The State implements the minimum wage guarantee system, the purpose of which is to safeguard the legitimate rights and interests of workers to get remuneration for their work and to ensure the basic livelihood of workers and their family members. The human resources and social security bureaus of all districts and counties and the relevant departments directly under the municipal government should take various forms to thoroughly publicize the Labor Law of People's Republic of China (PRC), the Provisions on Minimum Wage in Henan Province and the adjusted minimum wage standard, improve the legal awareness of all types of employers and workers in the city, and enhance the consciousness of implementing the minimum wage guarantee system.

Four, the city's human resources and social security administrative departments at all levels should strengthen the supervision and inspection of the implementation of the "minimum wage regulations" and the minimum wage standard in Henan Province, and effectively protect the legitimate rights and interests of workers. In violation of the "Regulations on Minimum Wage in Henan Province", if the wages paid to workers are lower than the local minimum wage standard, the employer shall be ordered to pay the difference to the workers within a time limit; If it fails to pay within the time limit, the employer shall be ordered to pay compensation to the laborer according to the standard of more than 50% 1 times of the payable amount, and may impose a fine of more than 2,000 yuan and less than 20,000 yuan on the employer.
