The Ministry of Human Resources and Social Security (MHRSS) was formed in March 2008 by merging the former Ministry of Personnel and the Ministry of Labor and Social Security. Each province, city and autonomous region corresponds to the Human Resources and Social Security Department (Bureau), while the prefecture-level city and county levels are called Human Resources and Social Security Bureaus. The main functions are social management and public ****service functions and public ****personnel management functions.

The Bureau of Human Resources and Social Security is as the department shouldering the public **** management function, the main functions are: firstly, the social management and public **** service function with the core of promoting employment, maintaining the stability of labor relations and improving the social security system; and secondly, the public **** personnel management function with the core of the management of the public employees of the organs and institutions.

The Human Resources and Social Security Bureau does seven things:

First, it is responsible for formulating human resources management and social security policies, and establishing and improving the public ****employment service system;

Second, it is responsible for the recruitment, training, management, salary evaluation, appointment and dismissal of civil servants within its jurisdiction;

The Bureau of Human Resources and Social Security is the department in charge of national human resources and social security, and its main duties include: formulating and implementing human resources and social security policies, laws, regulations and government decisions; organizing and implementing vocational skills training, employment services, labor relations coordination, labor protection supervision and other vocational skills upgrading and employment promotion measures; and coordinating the planning, management and supervision of social insurance , welfare, medical care, personnel records and other social security undertakings; managing and supervising the employment practices of employers and protecting the rights and interests of workers; and coordinating the settlement of labor disputes and other social conflicts.
