How to buy social security for Foshan units with Macao ID card?

Conditions must be met before social security can be purchased.

On October 25, 2018, the Ministry of Human Resources and Social Security issued the Interim Measures for Hong Kong, Macao and Taiwan Residents to Participate in Social Insurance on the Mainland (Mainland) (Draft for Opinion), which stipulates six situations in which Hong Kong, Macao and Taiwan residents can participate in social insurance on the mainland.

I. Hong Kong, Macao and Taiwan residents employed in the Mainland

1. Hong Kong, Macao and Taiwan residents who are legally employed by legally registered enterprises, institutions, social organizations, social service organizations, foundations, law firms, accounting firms and other organizations and individual industrial and commercial enterprises with employees (hereinafter referred to as "employers") on the mainland (China) shall participate in the basic pension insurance for employees in accordance with the law, basic medical insurance for employees, work-related injury insurance, unemployment insurance and maternity insurance, and the employer and the individual shall pay social insurance premiums in accordance with the regulations.

In other words, Hong Kong, Macao and Taiwan residents who have established labor relations with mainland employers must participate in the five insurance policies in accordance with the law.

2. Residents of Hong Kong, Macao and Taiwan who are engaged in self-employed business in the mainland (China) in accordance with the law may participate in the basic pension insurance for employees and the basic medical insurance for employees with reference to the relevant regulations of the place of registration.

3. Hong Kong, Macao and Taiwan residents who are flexibly employed on the mainland and have applied for the residence permits for Hong Kong, Macao and Taiwan residents may participate in the basic employees' pension insurance and basic employees' medical insurance with reference to the relevant regulations of the place of residence.

4. Hong Kong, Macao and Taiwan residents who have reached the legal retirement age in the Mainland at the time of their employment in the Mainland can participate in basic medical insurance for urban and rural residents in their place of residence.

2. Hong Kong, Macao and Taiwan residents who are not employed in the mainland

Unemployed Hong Kong, Macao and Taiwan residents who are residing in the mainland and have applied for a residence permit for Hong Kong, Macao and Taiwan residents may participate in basic pension insurance for urban and rural residents and basic medical insurance for urban and rural residents in their place of residence.

6. Hong Kong, Macao and Taiwan university students studying in the mainland (China) shall voluntarily participate in the basic medical insurance for urban and rural residents in the place where their higher education institutions are located in accordance with the principle of territoriality.
