In order to thoroughly implement the decision-making arrangements of the municipal party committee and the municipal government to fully implement the national insurance plan, earnestly do a good job in the payment of medical insurance for urban and rural residents in 2023, and improve the quality of basic medical insurance, according to the requirements of the Notice on Further Doing a Good Job in the Implementation and Payment of Medical Insurance for Urban and Rural Residents in 2023 (Cheng Medical Insurance Zi [2022] No.86) issued by the Municipal Medical Insurance Bureau and other six departments, we hereby notify you as follows:

I. Individual payment standard

In 2023, the individual payment standard of basic medical insurance for urban and rural residents will be 350 yuan per person per year. Fully subsidize the destitute personnel identified by the civil affairs department, and individuals do not need to pay fees. 60% of the minimum living allowances recognized by the civil affairs department (except the minimum living allowances among the poor and the poor people who are easy to return to poverty) will be given a fixed subsidy, and individuals will pay 140 yuan. For the poor people identified by the rural revitalization department, the poor people are fully funded, and individuals do not need to pay; Guaranteeing the object to give 90% of the fixed funding, individuals pay 35 yuan; Other people out of poverty will be given 80% fixed subsidy, and individuals will pay 70 yuan. For the poor people who are identified by the rural revitalization department as not eliminating risks and easy to return to poverty, the poor people are fully subsidized and individuals do not need to pay fees; Others who are prone to anti-poverty and lead to poverty will be given a fixed subsidy of 90%, and individuals will pay 35 yuan. 60% of the quota subsidy will be given to the severely disabled persons above the second level recognized by the Disabled Persons' Federation, and the individual will pay 140 yuan. Other funded insured objects shall be implemented in accordance with the relevant provisions of the Measures for the Municipal Overall Management of Basic Medical Insurance for Urban and Rural Residents in Chengde City.

Second, the insured payment time

(1) The time for registration and payment is from October 20th, 2022/KLOC-0 to February 25th, 2022.

(two) newborn babies can participate in the basic medical insurance for urban and rural residents at any time within one year, subject to the payment time, and enjoy the basic medical insurance benefits of that year.

(three) the school (including kindergarten) students (including preschool children) take the school (including kindergarten) as the unit and take the actual students as the standard. The education department is responsible for the overall insurance payment of students (including preschool children) at school (including kindergartens). After the student's identity is confirmed and verified, the school (including kindergarten) will submit all the lists to the medical insurance agency, and the medical insurance agency will upload the insurance information to the tax department.

Third, the overall level.

The basic medical insurance fund for urban and rural residents in our district is collected at the municipal level, and the fund income 100% is put into storage at the municipal level.

IV. Payment Method and Process

Payment methods include self-declaration method and entrusted collection method.

Self-declaration method: the payer handles the payment business through tax window, self-service terminal (portable payment terminal), official account of "Hebei Tax" WeChat, China UnionPay Express, Alipay, handling bank and other channels.

Entrust collection method: the tax department entrusts village (neighborhood) committees, towns, schools and other collection agencies to collect on its behalf. The handling banks in Chengde are: China Bank, Agricultural Bank, Industrial and Commercial Bank of China, China Construction Bank, Chengde Bank, Postal Savings Bank, Rural Credit Cooperative, Zhangjiakou Bank, Hebei Bank and Bank of Communications.

Medical insurance agencies receive tax warehousing (solution) information, according to the warehousing (solution) information for accounting treatment.
