Social Security Administration Personal Service Center

This is a combined name for an agency called the Human Resources and Social Security Service Center.

The Human Resources and Social Security Center was formerly the Bureau of Personnel and the Social Security Service Center was formerly the Bureau of Labor.

The Human Resources and Social Security Bureau, the name given to the merger of the former Personnel Bureau and the Labor Bureau, is a government department in charge of human resources and social security. Sometimes people refer to it simply as the Social Security Bureau or the Social Security Center. But in fact it is also in charge of human resources matters, such as handling employment and other aspects.

The Personnel Bureau is a functional government department, which consists of the Office of the Establishment Committee, the Office of Job Reform, the Wage Unit, the Personnel Mobilization Unit, the Records Unit, the Talent Exchange Center, and the Human Resources Department.

The Labor Bureau includes the Labor Branch Office and the Labor and Employment Service Center.

The main duties of the Labor Sub-bureau are: to implement the national, provincial and municipal guidelines and policies, laws and regulations concerning labor work, and to organize and implement the development plans and annual plans for labor undertakings formulated by the city. Comprehensive management of urban and rural labor force within the jurisdiction of employment, mobile employment, foreign employment; comprehensive management of vocational skills training, vocational skills assessment and appraisal within the jurisdiction of the implementation of the system of labor preparation and implementation of vocational qualification certificate system. Comprehensively manage the coordination of labor relations among various enterprises under the jurisdiction, and be responsible for the authentication of labor contracts, handling of labor disputes and arbitration of labor disputes among enterprises under the jurisdiction; exercise the right of labor administrative supervision and inspection in accordance with the law, supervise and inspect the implementation of labor laws and regulations among enterprises under the jurisdiction, organize the investigation of and deal with cases of labor violations, and deal with group emergencies in the area of labor relations; be responsible for the work of labor correspondence and petitions; and be responsible for the work of labor legal literacy.
