The main responsibilities of Huangshan Human Resources and Social Security Bureau

(a) to implement the national and provincial human resources and social security policies and laws and regulations, draft relevant normative documents, formulate human resources and social security plans and policies and organize their implementation, and conduct supervision and inspection.

(2) Vigorously strengthen the strategic promotion project of strengthening the city with talents, and strengthen the construction of all kinds of professional and technical talents and skilled talents, especially Huangshan characteristic talents. Formulate human resource market development plan and human resource mobility policy, establish a unified and standardized human resource market, and promote the rational flow and effective allocation of human resources.

(III) Responsible for promoting employment, implementing plans and policies for coordinating urban and rural employment development, improving the public employment service system, implementing the employment assistance system, improving the vocational qualification system, coordinating the establishment of a vocational training system for urban and rural workers, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for highly skilled talents and rural practical talents jointly with relevant departments.

Coordinate the formulation of policies and standards related to urban and rural social insurance and its supplementary insurance, implement the unified national measures for renewal of social insurance relations and basic pension pooling, coordinate the formulation of policies related to basic old-age insurance in government agencies and institutions, gradually improve the level of fund pooling, formulate relevant systems and measures for the management and supervision of social insurance and its supplementary insurance funds in conjunction with relevant departments, and prepare the draft budget and final accounts of the city's social insurance funds.

(six) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(seven) comprehensive coordination and centralized management of the introduction of foreign intelligence in the city, formulate policies, plans and annual plans for the introduction of foreign intelligence and organize their implementation.

(eight) the implementation of the relevant policies on the distribution of wages and income of personnel in government agencies and institutions, and the implementation of the relevant policies on the welfare and retirement of personnel in government agencies and institutions.

(9) To be responsible for the personnel system reform of public institutions, formulate relevant supporting policies for reform and organize their implementation, participate in talent management, implement policies related to professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, and be responsible for the selection and training of high-level professional and technical personnel.

(10) jointly with relevant departments, formulate relevant policies and resettlement plans for demobilized military cadres in the city and organize their implementation, be responsible for the education and training of demobilized military cadres, implement relevant policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(eleven) in conjunction with the relevant departments to formulate relevant policies and measures for the placement of special talents, implement the national honor system, and formulate the government reward system.

(twelve) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the city, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(13) Implement relevant institutional measures for mediation and arbitration of labor and personnel disputes and policies related to labor relations, improve the coordination mechanism of labor relations, implement policies and measures related to illegal use of child labor and special labor protection for female workers and underage workers, organize and implement labor inspection, coordinate workers' rights protection, and investigate and deal with illegal cases according to law. Coordinate the handling of letters and visits related to human resources and social security.
