The national unified special numbers for consulting services of the human resources and social security system are 12333 and 12370, of which 12333 is mainly used for human resources and social security policy and business consulting, government affairs disclosure, complaints and reports, social security account inquiries and other services, while 12370 is mainly used for business and policy consulting related to civil service management and civil service recruitment and examination and other services.

By the end of 2012, more than 300 cities nationwide had opened 12333 service numbers, and more than 80 percent of them had set up consulting service organizations. Since 2009, 12370 has been used as the recruitment service hotline for civil service recruitment for central state organs.
