Measures of Beijing Municipality on Social Insurance Subsidies for Flexible Employment of Urban Unemployed Persons

There is no uniform subsidy policy for individuals to pay basic old-age insurance. Only women over 40 years old, men over 45 years old (referred to as "4045" unemployed persons) and moderately and severely disabled people can apply for social insurance subsidies for flexible employment. And this policy is different in every province, city and autonomous region.

1. Take Beijing as an example: In order to encourage registered unemployed people in cities and towns to find jobs flexibly, according to the spirit of the Notice of Beijing Municipal People's Government on Implementing the State Council's Work Document on Further Strengthening Employment and Re-employment (Zheng Jingfa [2006] No.4), the Measures for Social Insurance Subsidies for Registered Unemployed People in Cities and Towns in Beijing are formulated, which are applicable to registered unemployed people in cities and towns. Those who meet the relevant conditions may apply for social insurance subsidies for flexible employment.

2. Duration of social insurance subsidies for flexible employees:

(1) "4045" unemployed persons and moderately disabled persons who meet the provisions of Article 3 can enjoy social insurance subsidies for a cumulative maximum of 3 years;

(2) Urban registered unemployed persons and severely disabled persons who are less than 5 years away from the statutory retirement age can enjoy social insurance subsidies for up to 5 years.

3. Beijing social insurance subsidy standard for flexible employees:

(1) The basic old-age insurance is based on the monthly minimum wage of employees at the end of last year in this city, with a subsidy of 20% and an individual payment of 8%;

(2) Unemployment insurance is based on the monthly minimum wage of employees at the end of last year in this city, with a subsidy of 2% 1.5% and individual payment of 0.5%;

(3) The basic medical insurance covers 70% of the average monthly salary of employees in this city in previous years, with a subsidy of 6%, and individuals pay 1% according to the proportion of 7%.

4. Procedures for examination and approval of social insurance subsidies for flexible employees:

(1) Flexible employees shall go to the street (township) social security office (hereinafter referred to as "social security office") where their registered permanent residence is located, and submit their ID cards and re-employment concession cards. (2) The social security office shall conduct a preliminary examination of the actual situation of the applicant within 7 working days after accepting the relevant materials, and report the qualified materials to the district and county labor and social security departments; The county-level labor and social security department shall review the application materials within 5 working days and report to the municipal labor and social security department in line with the requirements; The municipal labor and social security department shall give a reply to those who meet the requirements within 10 working days.

(3) The Social Security Office shall notify the applicant within 5 working days after receiving the reply, and notify the applicant in writing if the reply is not given.
