How many people in China have not paid social security?

Almost 60% of the population in China did not pay social security fees, of which10 million civil servants did not pay fees and enjoyed high pensions. Others have not paid the fees of the boss and ordinary people. One has money to invest in old-age care, the other has no money or the boss is corrupt.
