Can minors buy social security?

Legal analysis: 16 years old can be insured for social security. Non-employed urban residents who have reached the age of 16 (excluding students at school) and do not meet the conditions for participating in the basic old-age insurance for employees may voluntarily participate in the old-age insurance for urban residents at their domicile.
