The people's armed forces departments of townships, towns, streets, enterprises and institutions are responsible for the militia work in their own regions and units. According to the regulations, the streets, enterprises and institutions of the People's Armed Forces Department will not be set up for the time being, and a department will be determined, equipped with full-time or part-time armed cadres to be responsible for militia work. Article 3 The people's governments of cities, counties and townships (towns) must strengthen their leadership over militia work, incorporate militia work into the overall planning of government work, and be responsible for the division of labor. The relevant departments of the people's governments at all levels should clarify their respective responsibilities and take the initiative to assist military organs in solving problems related to militia work.
Enterprises and institutions shall undertake the task of militia work, incorporate militia work into the responsibility system of the factory director (manager) and the responsibilities of various departments, incorporate militia organization construction, military training, political education, weapons and equipment management and full-time people's armed cadres into the enterprise management plan, and solve the problems of personnel, time and funds needed. Chapter II Militia Organizations Article 4 Militia organizations shall be established in rural townships, towns, administrative districts (administrative villages), agriculture, forestry, salt and tea fields, as well as in cities where state-owned and collective enterprises, institutions, streets and offshore fishing boats (ships) can form militia classes.
Business, finance, trade, service and other industries should establish militia organizations according to the system. Factories owned by government organs, schools and scientific research units should also establish militia organizations like other factories.
Chinese-foreign joint ventures, cooperative enterprises and township (town) enterprises that meet the conditions for formation should also establish militia organizations. Article 5 Citizens with household registration in Guangdong Province shall join local militia organizations in accordance with the provisions of the Military Service Law of People's Republic of China (PRC). Sixth township (town) enterprises, militia, enough to make up the backbone of the militia class or above, can be grouped separately, directly under the leadership of the township (town) people's Armed Forces Department; If it is not enough to prepare the backbone militia class, it will be incorporated into the backbone militia organization where the enterprise is located.

Seventh units that are building militia organizations shall incorporate qualified veterans into the backbone militia organizations.
Personnel who are incorporated into civil air defense, traffic combat readiness teams and reserve forces are not incorporated into militia organizations and are not included in the statistics of militia forces. Eighth cities, counties and coastal townships (towns) should adopt the method of assigning tasks and implement a certain number of militia emergency detachments in the backbone militia organizations. Ninth grass-roots people's armed forces departments need to change the system, to obtain the consent of the military departments at higher levels; The adjustment and change of the organizational system of the militia company or above shall be approved by the military sub-division. Tenth militia cadres at or above the company level are generally equipped with one positive and one negative. In rural areas, there should be a militia battalion in the management area, and the battalion commander should be full-time and enjoy the treatment of the deputy director of the management area; In urban factories, mines, enterprises and institutions, cadres at or above the militia company level may work full-time or part-time, and the military and political supervisor of the militia battalion (company) shall be the person in charge of the enterprise and institution.
Militia battalion (company) cadres are generally not over 45 years old. Part-time and militia cadres who have been awarded honorary titles or made outstanding contributions may be appropriately relaxed in age. Eleventh militia cadres should be selected and equipped according to regulations. If there is a vacancy, the equipment should be adjusted quickly. Militia cadres should generally be selected from demobilized soldiers and veterans.
Militia cadres are jointly managed by their units and the people's armed forces. Twelfth militia organizations should be rectified once a year according to regulations. Grassroots militia organizations should formulate work systems and activity systems, and do a good job of implementation.
Grass-roots people's armed forces departments should hold a regular meeting of militia cadres every quarter, conduct one or two spot checks every year or hold a meeting of backbone militia. Chapter III Political Work Article 13 The political work of the militia should learn from the political work experience of the People's Liberation Army, inherit and carry forward the fine tradition of militia work, ensure the implementation of the principles and policies of militia work, and ensure the political qualification of the militia and the completion of various tasks. Sixteenth people's armed forces departments at all levels should mobilize the militia to take the lead in the construction of two civilizations.
