Main responsibilities of Tianjin Water Conservancy Bureau

According to the three plans approved by the municipal party Committee and the municipal government, Tianjin Water Conservancy Bureau added the brand of Tianjin Water Conservation Office. Its main responsibilities are:

(a) to formulate the principles, policies and development strategies of water conservancy work in the city; Organize the drafting of local water administrative regulations and rules, and supervise their implementation.

(two) to formulate the city's water conservancy development plan and annual plan, and supervise the implementation; Organize the demonstration of water resources and flood control and waterlogging elimination in the overall national economic planning, urban planning and major construction projects.

(three) to organize, guide, coordinate and supervise the city's flood control, moisture-proof, waterlogging control and drought relief work; Implement flood control and drought relief dispatching for rivers, lakes, reservoirs, flood storage and detention areas and important water conservancy projects; To undertake the daily work of the Municipal Flood Control and Drought Relief Headquarters.

(four) unified management of water resources, organize the formulation of the city's long-term water supply and demand plan, water distribution plan, and supervise the implementation; Organize the implementation of water permit system and water resource fee collection system, and implement unified management of water permit; Organize and guide the development and utilization of rainwater, flood and reclaimed water; To be responsible for the water intake permit for proven mineral water and geothermal water exploitation; Responsible for issuing the municipal water resources bulletin; Responsible for the city's hydrological work.

(five) in accordance with the relevant laws, regulations and standards of national resources and environmental protection, formulate water resources protection plans; Organize the division of water functional areas and the control of sewage discharge to drinking water sources and other waters; Monitoring the water quantity and quality of rivers, lakes and reservoirs, and verifying the pollution-carrying capacity of water areas; Suggestions on limiting the total discharge of pollutants are put forward.

(six) responsible for the city's water conservation work, formulate water conservation policies, formulate water conservation plans, water use plans, formulate relevant standards, and organize, guide and supervise the implementation.

(seven) responsible for the prevention and management of land subsidence in the city.

(eight) to organize and guide the water administrative supervision and water administrative law enforcement, and investigate and deal with cases of administrative violations; To coordinate water disputes among various departments and regions in this Municipality; Responsible for water administrative reconsideration and responding to lawsuits; Responsible for the professional training and guidance of the water administration supervision team. (nine) to formulate economic adjustment measures for the water conservancy industry; Responsible for the arrangement, use, supervision and management of water conservancy funds; Guide the water supply and diversified management of the water conservancy industry; Manage the state-owned assets of the municipal water conservancy system.

(ten) responsible for the management of rivers, reservoirs and lakes in the city; To organize and guide the management and protection of water conservancy facilities, waters and their coastlines; Organize and guide the management and development of rivers, lakes, estuaries and coastal beaches; Entrusted by the municipal forestry administrative department, responsible for the examination and certification of forest harvesting in rivers, reservoirs and berms.

(eleven) responsible for the industry management and quality supervision of water conservancy project construction in the city; Prepare and review proposals and feasibility reports for water conservancy infrastructure projects; Responsible for the examination and approval of water conservancy infrastructure and technical measures; Responsible for the preliminary design and cost management of water conservancy construction projects; Review the qualifications of water conservancy and hydropower survey, design and construction units;

(twelve) to organize the preparation of water conservancy science and technology development plan, industry technical quality standards and norms, and water conservancy project rules and regulations, and supervise the implementation; Organize water conservancy scientific research and technology popularization; Responsible for the foreign technical cooperation and exchange of the city's water conservancy industry; Guide the construction of water conservancy workers in the city.

(thirteen) responsible for the management of the Luanhe River diversion project and other water transfer management; Handle the external coordination of cross-border rivers.

(fourteen) to guide the rural water conservancy work, formulate the principles, policies and development plans of rural water conservancy, and organize and guide the basic construction of farmland water conservancy and the water supply work in towns and villages; Centralized management of reservoir fishery.

(fifteen) to guide the work of soil and water conservation in the city, study and formulate the plan of soil and water conservation engineering measures, and organize the monitoring and comprehensive prevention and control of soil and water loss.

(16) As the office of the Municipal South-to-North Water Diversion Project Construction Committee, assume the responsibilities of the office of the Municipal South-to-North Water Diversion Project Construction Committee, be responsible for the implementation, supervision and inspection of matters decided by the Municipal South-to-North Water Diversion Project Construction Committee, supervise the implementation of investment in construction projects, and coordinate, implement and supervise the collection, management and use of construction funds for the Municipal South-to-North Water Diversion Project. Supervise and manage the construction quality of the South-to-North Water Transfer Project, and coordinate the environmental protection, cultural relics protection and ecological construction in the South-to-North Water Transfer Project Area.
