Communist Youth League organizations and volunteer organizations should improve the volunteer evaluation mechanism, organize the implementation of star certification system, selection and commendation and medal awarding system.

The star certification system is organized and implemented by the Provincial Youth League Committee and the Volunteers Association. The registration agency is responsible for the specific certification work, and according to the accumulated time of volunteers participating in volunteer service after registration, they are identified as one to five-star volunteers. After the star volunteers are identified, they can be marked on their registration certificates by the relevant registration agencies and wear corresponding signs.
