The policy for couples to take refuge in Shanghai is as follows:

1. If both husband and wife are migrant workers in this city, they can settle in their children's domicile at the same time or successively, or have graduated from ordinary colleges and secondary vocational schools, or have the equivalent education in national education and returned overseas students, or the base of paying urban social insurance in this city for the last three consecutive years is more than twice the average salary of employees in this city in the previous year, or the taxable wage income for the last three consecutive years is higher than the average wage income level of intermediate technology, skills or management positions in the same industry in the previous year, they can settle down;

2. If one of the husband and wife is a migrant worker in this city, and the spouse's marriage registration period in other provinces and cities reaches 10 years, all college students in the country can move into this city and settle down. If the accumulated total payment and the minimum annual payment for the last three consecutive tax years have reached the prescribed standards of this Municipality, or if the number of employees in this Municipality has reached the prescribed standards for three consecutive years, they can settle down.

3, due to other reasons to work in other provinces and cities, the original city hukou personnel died, and their spouses in other provinces and cities have not remarried, and other provinces and cities have no children, but they can settle in their accounts when giving birth to children.

Legal basis: Article 10 of the Regulations of People's Republic of China (PRC) Municipality on Household Registration Management.

If a citizen moves out of the place under the jurisdiction of the household registration, he or the head of the household shall apply to the household registration authority for emigration registration, obtain a migration certificate and cancel the household registration.

Citizens who move from rural areas to cities must apply to the permanent residence registration authority for moving out with the employment certificate of the urban labor department, the school admission certificate, or the approval certificate of the urban household registration authority.

Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.
