Zhejiang Runtu Co., Ltd. went public.
20 14 February14, Southern Weekend reported that 500 tons of cancer-causing waste of Runtu Co., Ltd. was buried deep underground, and local people would rather be poisoned than starve to death, which revealed the evil deeds of Runtu Co., Ltd. that it only made money for its own development, polluted the environment and poisoned local people. The original text is as follows:
There are thousands of hazardous wastes under the factory building. Open the secret, but keep it a secret for three years.
China dye giant, Zhejiang Runtu Co., Ltd., a listed company [3.28% contributed to the research report], randomly buried "poison" in his backyard. It is still hundreds of tons of hazardous waste, which has escaped the supervision at different levels. Until the on-site supervision of the Ministry of Environmental Protection, there is nowhere to hide.
This is the real scene of the Yellow Sea in the first month, which reflects the cruel reality of chemical pollution in Jiangsu coastal areas. The local logic of "poisoning rather than starving to death" is even more embarrassing.
Qian Changsheng carefully pulled out two layers of transparent plastic small bags from an old file bag, which contained two pieces of coal. This is the "treasure" that he kept for three years. When I smelled it near, a strong smell of burnt plastic came to my nose. For people living in Yanweigang Town, Lianyungang City, Jiangsu Province, this taste is familiar.
2065438+On February 9, 2004, a group of four people from the East China Inspection Center of the Ministry of Environmental Protection verified Qian Changsheng's report: a bad incident in which an enterprise secretly buried hundreds of tons of dangerous chemicals underground in its own factory. A central official bluntly said, "We have repeatedly suspected that chemical companies are stealing waste residue, but we have been unable to find evidence."
It's true this time.
It has been more than three years since the carcinogenic waste was buried under the factory building of Jiangsu Helirui Technology Development Co., Ltd. (hereinafter referred to as Helirui).
The Open Secret of Drug Burying
Qian Changsheng didn't expect that he would discover shocking secrets with Li Rui. This is his former enterprise, located in Lingang Chemical Industry Park, Guanyun County, which mainly produces dyes and dye intermediates. It is a wholly-owned subsidiary of Zhejiang Runtu Co., Ltd. (hereinafter referred to as Runtu), a listed company.
On August 20th, 20 1 1, Qian Changsheng worked at night shift. He found an excavator digging the ground in the bromic acid workshop under construction. Looking closer, he dug a big pit 3-5 meters deep and about 15× 10 meters wide. What surprised him even more was that the truck in the factory dragged the waste out of the warehouse and buried it in a deep pit. "Bicycles are 4-5 tons, a total of more than 50 tons." Qian Changsheng recalled.
Wang Changqing, who is on the night shift, also saw this scene, but it was in the fourth workshop of filter press. "Almost every factory has it." Wang Changqing is very sure. When the Southern Weekend reporter asked Chen Xuebing, the earliest employee of Heli, for proof, he raised his voice: "I saw it with my own eyes!"
Burying garbage is almost always accompanied by the gradual construction of a 300-mu enterprise workshop. There is no anti-seepage measures in the deep pit, and the workers spread concrete and pretended to be flat. "Some big pits buried 65,438,000 tons of materials," Wang Changqing recalled.
2065438+February 2004 1 1, according to an insider, under the inquiry of East China Inspection Center, the relevant person in charge of Li Rui admitted the fact of burying the materials, but said that the workers buried the materials themselves at the early stage of the factory and the company did not know. How much waste was buried? According to Qian Changsheng's real name report, he thinks there are about 500 tons, and Wang Changqing estimates that the data is more.
In Yanweigang town, this seems to be an open secret. The reporter of Southern Weekend asked several local residents, and they all admitted to knowing, but no one could tell what the poison was.
After seeing the samples preserved by Qian Changsheng, the engineer of a chemical enterprise in Shanghai determined that they were two abandoned semi-finished dyes. "This is an anthraquinone series synthesized from aromatic raw materials. After further decomposition, it is more toxic and will produce benzene series, nitrobenzene and phenols. It is carcinogenic, mutagenic and reproductive toxic, which will seriously threaten groundwater, soil and surrounding organisms. "
In this regard, Jiang Jianguo, vice president of Tsinghua University Environmental Research Institute, further explained that dyes and their intermediate waste residues were clearly classified as hazardous wastes, and were listed as "HW 12 dye and paint wastes" in the National Hazardous Waste List, and some aromatic components contained in them had carcinogenic effects after long-term contact.
According to the anonymous engineer mentioned above, if such semi-finished products are not treated, once put into water, one gram may turn thousands of cubic meters of water into red.
Then, the workers didn't know. They are still working in three shifts, enjoying better treatment than ordinary factories, and they can smell the sour and burnt chemical smell.
Local "correct handling"
Qian Changsheng and others became opponents of Li Rui. They reported to the factory leader, but soon they were fired.
From 20 1 1, money began to collect evidence, observe and record the whereabouts of each enterprise's theft. After reporting the rejection to the factory, he began to report it to the local management Committee, district environmental protection bureau, county environmental protection bureau and provincial environmental protection department.
After several twists and turns, in May of the following year, the main leaders of Jiangsu Provincial Environmental Protection Department visited Qian Changsheng when they carried out the "Three Solutions and Three Promotions" activities in Guanyun County. Subsequently, on June 18, the provincial editorial office sent an inspection team to intervene in the investigation.
In the reply to Qian Changsheng from Guanyun County Environmental Protection Bureau, the bureau organized two site excavations in March and July of 20 12, and excavated and buried about 10 tons of solid waste. "At present, all the buried solid wastes have been dug up and properly disposed of".
Regarding He, he replied that he had been ordered to suspend production for rectification and was fined according to law. However, according to Qian Changsheng, the EPA did not issue a fine bill. The reason he got was that Helirui was a listed company, so it was not convenient to issue a formal fine bill, and the treatment method was to use a sewage receipt.
He was very dissatisfied with the result of such treatment. "Only the smallest pit has been dug, and the waste is far more than that."
With a skeptical attitude, in the winter of 20 13, he wrote all the collected written materials, videos and pictures into a tip-off letter and found Wang Canfa, a professor of environmental law at China University of Political Science and Law. The latter conducted a field investigation with the Environmental Law Branch of the Chinese Society of Environmental Sciences for several months. On 20 14 1 month, a piece of paper was submitted to the Ministry of Environmental Protection.
Three years later, the report finally took a turn for the better. On the first day of work after the Spring Festival in 20 14, on the eighth day of the first lunar month, the East China Testing Center received instructions from the Ministry of Environmental Protection to deal with the matter immediately, met with Qian Changsheng as soon as possible, and decided to choose another day for excavation.
The latest news is that according to insiders, on February 12, Qian Changsheng identified the burial site and excavated the waste in the presence of relevant leaders of East China Supervision Center and Jiangsu Provincial Environmental Protection Department.
Because of the mixed reinforcement on the concrete floor, it is extremely difficult to be broken. The excavator spent about 3 hours drilling, and then wet black waste appeared. "This is it!" Qian Changsheng rushed forward and shouted, "There are more than 600 tons down there." Officials from the East China Testing Center told Qian that today's action has so far confirmed the truth of your report.
According to reports, the East China Inspection Center will join a number of environmental protection departments to attend the meeting that night, and determine to dig out all the buried waste residue of Heli and investigate all enterprises in the park.
Far beyond the scope of supervision
According to the link information of Runtu official website, the company is "one of the world's large-scale dye production bases, ranking second in the domestic dye market share, with 58 internationally advanced closed and automatic dye production lines, with an annual production capacity of over 6,543,800 tons".
This is not the first time that Runtu Company has been suspected of violating the rules. In July, 2065438+March, many media reported that Jiangsu Ming Sheng Chemical Co., Ltd., a subsidiary of Runtu Holdings, accused it of polluting Wei Yan Port, a national first-class fishing port. Up to now, as a listed company, Runtu Co., Ltd. has not disclosed or explained any information about the events that have been exposed many times.
According to the website of Lianyungang Environmental Protection Bureau, the EIA information related to Li Rui includes 20 10 and 20 1 1 3 times, and only one time has the acceptance result, and all the projects are qualified.
Where the qualifications come from is doubtful. Southern weekend reporters passed by the only sewage treatment plant in the park several times, almost in a semi-closed state.
"At the time of the above inspection, the sewage treatment plant was opened, and all enterprises pumped clean water to wash the red ditch water." An employee who asked not to be named said.
Wang Canfa said that the characteristic pollutants of chemical wastewater can not be treated by ordinary public sewage treatment plants, and special sewage treatment plants are needed. According to official data, the daily sewage treatment capacity of the park sewage treatment plant is 1 10,000 tons, but only from the sewage discharge of 37 enterprises in the park, it is 47,000 tons/day. The sewage treatment plants in the park obviously cannot meet the sewage treatment needs of more than 200 chemical enterprises.
"Where did the sewage go? It is unknown. " Wang Canfa said. However, some workers and local fishermen in the park told the Southern Weekend reporter that many enterprises have two sets of open and dark sewage pipes, which are inspected openly and discharged directly into the sea secretly.
After being investigated by the county environmental protection bureau, some workers confirmed to the Southern Weekend reporter that Helirui did not continue to bury the garbage, but adopted a new trick-adding water to crush the garbage, pumping it into the storage tank, connecting it with a concealed pipe, and discharging it directly into the sea at low tide.
Southern Weekend reporter asked Suzuki Group Waste Treatment Co., Ltd., which is qualified to treat chemical waste in Lianyungang, for verification. A staff member said that Helirui is their client, "but the number is very small. Only once or twice a year, a * * * is less than 50 tons. " Asked why, the other party didn't care. "They buried it without handling it."
In the above-mentioned treatment companies, the hazardous waste treatment of each ton of dyes needs 2000-3000 yuan, and according to the conservative estimation of the internal staff of Heli, the annual output is more than 400 tons according to the daily waste 1.3 tons of the company. This means that if Helirui's waste residue is not treated, it will save millions of yuan a year, not counting transportation and other expenses.
Would rather poison than starve to death
The Ministry of Environmental Protection has disclosed that 8 1% of more than 7,500 chemical and petrochemical construction projects along the Yangtze River in China are located in environmentally sensitive areas such as river waters and densely populated areas. In the past ten years, China's chemical industry has been growing at an annual rate of 20%.
In the process of urbanization and industrial restructuring, some heavily polluted factories in southern Jiangsu and southern Zhejiang gradually moved to northern Jiangsu in order to find a way out. The cities that lost at the starting line regarded this as a golden opportunity to jump. There is a saying in Yanweigang Town: "I would rather be poisoned than starve to death."
Therefore, the Yanweigang Chemical Industry Park (also known as Lingang Industrial Park) where Helirui is located has absorbed over 100 million yuan 180 projects since 2006, among which over 100 million yuan 17 projects have been introduced.
Today, there are 100 or 200 chemical enterprises in the park named as the cleaner production base of dyes, which is the largest among the four chemical parks along the Yellow Sea in northern Jiangsu.
On July 20 13, Wang canfa entrusted Yantai coastal zone research institute of Chinese academy of sciences to make a report on environmental pollution investigation and monitoring of four chemical parks along the Yellow Sea coast in northern Jiangsu and their surrounding areas. The results are shocking. The carcinogenic pollutants such as benzene, dichloromethane, 1, 2- dichloroethane and chloroform generally exceed the standard, and some stations even exceed the standard by hundreds or thousands of times. Over-standard water bodies are mainly distributed in Wei Yan Port and Lianyungang Park.
As the best port in northern Jiangsu, Wei Yan Port has a history of hundreds of years and is known as "enjoying the gold coast and benefiting from fishing salt". In 2007, it was approved by the Ministry of Agriculture to build a national first-class fishing port. However, today's Swallowtail Port is not that Swallowtail Port.
20 1 1, the groundwater intake of Yanweigang town was completely closed, and the water plant diverted to take water from the nearby Wutu River. But every household is afraid to drink, and the water is yellow and black, so they can only buy pure water.
A local industrialist invested 365,438,000 yuan in the new district. Due to environmental pollution, no one cares, and everyone loses money. The local bank even refused to lend money on the grounds that the pollution here was too serious.
"There is no hope." In the face of Yanweigang town, which has lived for six generations but has been unrecognizable for ten years, he shook his head helplessly.
Overall relocation seems to be the best way. The local government has promised to relocate this small town with a population of only 10,000. As early as 2009, two large outdoor billboards were erected at the entrance of the town government. "Before 65438 in 2009+February 3, 20091,the people of Yanweigang Town will be relocated". Subsequently, the date was changed to 20 10, and then changed to 20 1 1 ... Five years later, there is still no substantive action. The seaside new town, 3.5 kilometers away from the old city, is almost empty after construction, but the town government and the district management Committee have already moved to work, and only the people in the town are still eagerly waiting for the notice of relocation.
