First, with government investment as the main investment, we will develop and sort out the land in the areas where ecological immigrants move in the arid areas of central China, change dry land into irrigated land (water-saving irrigation land), and replace part of the land for ecological resettlement. Second, the original farmers in the areas where ecological immigrants moved to develop their own land in the contracted land according to law; If farmers contract to manage rural collectively owned cultivated land and abandon it for two consecutive years, the original contractor shall terminate the contract and recover the contracted cultivated land. The recovered land is used to resettle ecological immigrants. Three, the ecological resettlement area of rural collective construction land index into the ecological resettlement area. The rural collective construction land in the area where ecological immigrants moved out was restored to agricultural land. The use area of rural villagers' homesteads in areas where ecological immigrants move in shall be determined according to the standards stipulated in the Regulations on Land Management of Ningxia Hui Autonomous Region. Four, after the whole system of ecological immigrants moved out, the land collectively owned by the original farmers (including rural villagers' homestead) was owned by the state, which was used to restore forest and grass vegetation and improve the ecological environment. Five, the ecological immigrants moved into the area through the replacement of land resettlement of ecological immigrants, according to the type and level of appropriate compensation. Specific compensation measures shall be formulated by the relevant people's governments at the county level. Six, after the land development and consolidation of ecological immigrant areas, the relevant administrative departments shall timely handle the registration procedures for the change of farmers' collective land ownership certificate and land contractual management right certificate.
