I think this is also necessary, and we cannot send materials to refugees unconditionally. Because there are too many such people, some people don't hold the idea of exchanging labor for material, which leads to refugees being refugees forever and not becoming real citizens. Therefore, I think that after allocating quotas, countries can put refugees in some vacant posts in society, or set aside a piece of land for refugees to cultivate themselves, or assign them to factories as factory workers in exchange for their own labor.

Countries reached an agreement to avoid war.

Of course, it may be difficult to do this. In today's world of war, it is difficult for a country to maintain peace, and countries are in conflict for various interests, which cannot be solved by anyone taking a step back. So this goal is difficult to achieve, but I still think we should sit down and have a good talk and make some plans carefully, because the number of refugees is so large that local people have to emigrate to other countries to protect themselves.
