Measures of Chongqing Municipality on the Administration of Urban Construction Archives

Article 1 In order to strengthen the management of urban construction archives, these Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and the actual situation in Chongqing. Article 2 The term "urban construction archives" as mentioned in these Measures refers to the words, drawings, charts, audio-visual and other categories and documents and materials with different carriers that are directly formed in urban planning, construction and management activities and have preservation value for the country and society. Article 3 Organs, organizations, troops, enterprises, institutions and individuals engaged in urban planning, construction and management activities within the administrative area of this Municipality shall abide by these Measures. Article 4 The principle of unified leadership, unified system, unified standards and hierarchical management shall be implemented in the work of urban construction archives in this Municipality, and an urban construction archives management network centered on the urban construction archives (rooms) and based on the archives of the relevant units that generate urban construction archives shall be established to ensure the integrity, accuracy, system, safety and effective utilization of urban construction archives. The administrative departments of urban construction at all levels and the archives administration departments should establish a working contact system to jointly do a good job in urban construction archives. (two) business management and business technical files formed by urban planning, survey, design, construction, gardens, scenic spots, sanitation, municipal administration, public utilities, real estate management, civil air defense and other departments;

(three) the principles, policies, regulations and plans of urban planning, construction and management, scientific research results, urban history, natural and economic basic information and other documents;

(four) the archives of the relocation project of urban immigrants in the Three Gorges reservoir area. Twelfth city urban construction archives should strengthen the management of the following files:

(a) the legal basis for the overall urban planning, professional planning and planning;

(2) The legal basis for zoning, detailed planning and planning of urban areas (including Yuzhong District, dadukou district, Jiangbei District, Shapingba District, Jiulongpo District, Nan 'an District, Beibei District, Yubei District and Banan District, the same below);

(3) Surveying and mapping files (including geological survey data, urban control survey data, topographic survey data, compilation and drawing) and underground pipe network survey map, etc. ;

(four) the municipal urban construction management business technology, scientific research archives and the archives of key construction projects above the municipal level (including the municipal level);

(5) Archives of important urban construction projects;

(six) other business technical files with long-term or permanent preservation value. Thirteenth counties (autonomous counties, cities) urban construction archives (rooms) should strengthen the management of urban construction archives within their respective jurisdictions, and regularly submit the archives management catalogue to the municipal urban construction archives.

Urban construction archives need to consult the urban construction archives because of work, and the relevant districts and counties (autonomous counties and cities) urban construction archives (rooms) shall cooperate; The files specified in Item (6) of Article 12 of these Measures shall be submitted by the urban construction archives of the relevant counties (autonomous counties and cities) in accordance with the requirements of the municipal urban construction archives. The filing scope shall be implemented according to the Interim Provisions of the National Archives Bureau on Archives Management of Capital Construction Projects. (2) There should be at least two sets of archived engineering files, one set submitted to the Urban Construction Archives (room) and one set kept by the construction unit;

(three) the submitted project files should be complete and accurate, and meet the filing requirements;

(four) the completion of the project is compiled by the construction unit, which must be consistent with the physical object and stamped with the "completion map" chapter signed by the examination;

(5) The construction files shall be classified according to the construction procedures, bound in an orderly arrangement according to specialties and parts, with written materials on the front and drawings on the back. The net thickness of each volume shall not exceed 3cm, and the file elements shall be complete. The uniform file fittings supervised by the Urban Construction Archives shall be used.
