If land reclamation is contracted, the land contract shall be signed with the village committee first, then the village committee shall apply to the superior, and the materials shall be submitted to the township government for review, and then the township shall hand it over to the county land and resources bureau for land certificate or forest right certificate.

The Land Management Law stipulates that if the right to use state-owned barren hills, wasteland, wasteland and other land has not been determined for planting, forestry, animal husbandry or fishery production, it may be determined by the development unit or individual for long-term use with the approval of the people's government at or above the county level according to law, and the longest use period shall not exceed 50 years.
