What conditions do foreigners need to settle in Yinchuan?

All kinds of people from different places who come to our bank for employment or start their own businesses may apply to settle in our bank if they do not violate the provisions of the national family planning policy, have no records of illegal and criminal acts and other bad behaviors, have a legal fixed residence and a stable source of income, and meet the following conditions.

(1) Migrant workers registered outside the autonomous region who have signed labor contracts in Yinchuan and participated in the basic old-age insurance for urban workers for more than three consecutive years, whose average annual income in Yinchuan for three consecutive years is not lower than the average disposable income of urban residents in Yinchuan in the previous year, should apply for settlement in their place of residence with the relevant income certificates and old-age insurance payment vouchers issued by the employer, and go through the formalities for moving their spouses and minor children.

(2) Migrant workers who have signed labor contracts and participated in the basic old-age insurance for urban workers 1 year or more, and their per capita annual income (in Yinchuan) is not lower than the per capita disposable income of urban residents in Yinchuan in the previous year, can apply for settlement in their place of residence with the relevant income certificate and the proof of payment of old-age insurance issued by the employer, and go through the settlement procedures for their spouses, minor children and parents.

(three) foreigners who live in our city and start their own businesses can apply for moving their spouses and minor children's accounts into their places of residence or business premises with their business licenses, tax registration certificates and tax payment certificates for more than two years. For individual taxpayers or tax-free households who have not reached the local tax threshold, they can go through the settlement procedures for themselves, their spouses and minor children with their business license, tax registration certificate and proof of payment of basic old-age insurance for urban workers for three consecutive years.

(1)-(3) The above provisions apply to those who have settled in Yinchuan, and those who have settled in counties and small towns, and shall be implemented in accordance with the relevant provisions of Several Opinions of the Party Committee and People's Government of the Autonomous Region on Guiding Farmers to Become Citizens and Further Accelerating Urbanization. Except for ecological immigrants in the autonomous region and those who move in because of marriage, those who move into Yinchuan rural hukou outside the city will not be handled.
