On February 16, 2011, Libya was in turmoil. War and riots swept through this North African country like strong winds. More than 10,000 China Construction personnel quickly mobilized to prepare for the crisis. Some personnel were successfully evacuated to the Greek island of Crete via cruise ship. In the case of insufficient sea transport capacity, China Construction decided to evacuate some personnel by land. After obtaining the consent of the Chinese Embassy in Libya, they evacuated by land to Egypt.

At 8 a.m. on the 24th, Wang Shouhe, then director of the Hadera Project Laboratory of the Libyan branch of China State Construction Engineering Corporation, received the task of bringing 269 workers back from Egypt. Crossing the border singing the national anthem
