Chapter I General Provisions Article 1 In order to effectively protect and rationally utilize the cultural heritage of Anshun Tunpu, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this province. Article 2 These Regulations shall apply to the protection and management of Tunpu cultural heritage within the administrative area of Anshun City. Article 3 The cultural heritage of Anshun Tunpu as mentioned in these Regulations refers to the regional cultural heritage created in social activities by the immigrants from Juntun, Shangtun and Mintun in Ming Dynasty, their descendants and local residents, which has the regional characteristics of Jiangnan in Ming Dynasty and has been passed down to this day. Article 4 The protection of Anshun Tunpu cultural heritage mainly includes:

(a) villages, blocks, houses, temples, theaters, workshops and other buildings (structures) with the traditional features and historical and cultural characteristics of Anshun Tunpu;

(2) Monuments and sites of historical, scientific and artistic value;

(3) Important objects, artworks, documents and manuscripts that embody the historical and cultural connotation of Anshun Tunpu;

(four) the traditional craft production technology and skills;

(five) local operas, lanterns, folk songs and other forms of folk culture and art;

(six) traditional costumes, festivals, food and other customs and cultures;

(seven) other Anshun Tunpu cultural heritage that needs to be protected. Article 5 Anshun Tunpu cultural heritage protection adheres to the principles of giving priority to protection, giving priority to rescue, rational utilization, inheritance and development, and strengthening management, and implements the principles of government leadership, social coordination, and public participation, paying attention to authenticity, integrity, and inheritance. Article 6 The people's governments at or above the county level where Anshun Tunpu is located shall strengthen their leadership over the protection of cultural heritage in Anshun Tunpu. The cultural (cultural relics) administrative department of the people's government at the county level where Anshun Tunpu is located is responsible for the daily management of Anshun Tunpu cultural heritage protection.

Other relevant departments of the people's governments at or above the county level where Anshun Tunpu is located shall, in accordance with their respective functions and duties, do a good job in the protection of cultural heritage in Anshun Tunpu.

The township (town) people's government and sub-district offices where Anshun Tunpu is located shall carry out the protection of Anshun Tunpu cultural heritage in accordance with relevant laws and regulations. The provincial finance should give necessary financial support according to the actual needs of Anshun Tunpu cultural heritage protection. Anshun Tunpu Nature Reserve shall not engage in activities such as mining and quarrying, dredging and earth borrowing, deforestation and land reclamation, changing rivers and other activities that destroy topography and ecological environment, and shall not engage in activities such as processing and operating inflammable and explosive materials and polluting the environment. Fourteenth buildings (structures) rebuilt or newly built in Anshun Tunpu construction control area shall be approved by the relevant departments, and their styles, colors and forms shall be consistent with the features of adjacent traditional buildings. Article 15 The people's government at the county level where Anshun Tunpu is located shall guide the owners or users of buildings (structures) that do not conform to the protection plan of Anshun Tunpu cultural heritage, or that endanger safety, pollute the environment or hinder Anshun Tunpu cultural heritage, and ensure that their height, shape, material, color, layout, style and scale are in harmony with Anshun Tunpu traditional cultural heritage. Article 16 In the process of engineering construction or agricultural production within the protection scope of Anshun Tunpu cultural heritage, if any unit or individual discovers cultural relics or ancient sites, it shall protect the site and report to the local county-level cultural (cultural relics) administrative department; After receiving the report, the administrative department of culture (cultural relics) shall promptly deal with it according to law.
