Shortly after September 18th, Japanese organizations immigrated to Northeast China at the rate of 300,000 people per year, but by the end of 1945, there were as many as 45 million immigrants from China in Northeast China, while there were only 2.6 million Japanese, although they had become the largest ethnic minority in Northeast China.
