The Shanghai Cooperation Organization has established a meeting mechanism for heads of state, prime ministers, attorneys-general, secretaries of security conferences, leaders of foreign affairs, national defense, economy, trade, culture, transportation and emergency rescue departments and national coordinators. The coordination of the Shanghai Cooperation Organization is the responsibility of the Council of National Coordinators of member States.

The Council of Heads of State of the member States of the Shanghai Cooperation Organization is the highest leading body. The regular meeting of heads of state is held once a year, usually by member States in Russian alphabetical order of country names, to make decisions and instructions on all major issues within the organization.
