The county seat of Qingchuan County in Guangyuan City has not formed a final resolution for a long time. The national policy is "disaster relief should be urgent and reconstruction should be delayed". There are many arguments about the relocation of Qingchuan, including those within the county, those outside the county (inside and outside the city), and those who say that they want to move to Houba Town, jiangyou city, belonging to Mianyang City, but Guangyuan City and Mianyang City may not agree. It is suggested to move to Baolun Town, Shizhong District, Guangyuan City, but even if there is fear, this idea is only the wishful thinking of Guangyuan Brake Government. Most people object, and the superiors basically disagree! For the relocation of the county, the Muyu and Banqiao mentioned earlier are really not ideal. Muyu Town has less construction land and scattered terrain. Located in the tail water area of Bailong Lake, the climate is humid and the temperature difference is large. The traffic is less convenient than the present county seat. Banqiao township has poor conditions and narrow terrain, and the overall environment does not have the conditions for establishing a county. Qingxi Town and Zhuyuan Town are the most promising destinations in the hearts of many people who are in favor of relocation. Qingxi Town, the former old county seat, is located in the upper left corner of Qingchuan, next to Nanba Town, Pingwu County, and is the hardest hit area of this earthquake. At present, it is still in the main fault zone of the earthquake, and its geographical location is in the mountainous area with inconvenient transportation. The whole usable construction land shows a downward trend from northwest to southeast, and it is too close to Tangjiahe, the most proud national nature reserve in Qingchuan, which has a great influence on the establishment of county here. Zhuyuan Town is ideal. The town is connected with Mianguang Expressway, and Baocheng Line runs through it. Flat terrain, clean water and strong economic foundation. The most important thing is not on the main fault line of the earthquake. The only disadvantage is that it is not in the center of county administrative division, but it will not be the fundamental problem. In late May 2008, experts from the Ministry of Land and Resources and the State Seismological Bureau went to Qingchuan urgently. After on-the-spot investigation, experts believe that the aftershock did more damage to Qingchuan than the main earthquake, and the lion beam structure was very broken. If there is another big aftershock, the mountain may collapse. "Facts have proved that relocation is imperative." On May 30, 2008, the expert group received the Request of Guangyuan Municipal People's Government on Issues Related to the Relocation of Qingchuan County forwarded by the Sichuan Provincial Department of Land and Resources. The document suggested that Hongqi Dam and Zhuyuan Town in ban qiao should be the new relocation sites of Qingchuan County. On June 5th, 2008, entrusted by the "Sichuan Wenchuan Earthquake Reconstruction Planning Leading Group", Xie Hong and Huang Runqiu, vice-chairmen of CPPCC Provincial Committee, led the "Sichuan Wenchuan Earthquake Reconstruction Planning Expert Group Steering Group" and a group of five people to visit Qingchuan again on these two new candidate addresses, and thought that Hongqi Dam in Banqiao Township was not suitable as an alternative plan for new town relocation. Therefore, Zhuyuan Town became the only candidate for the relocation of Qingchuan County.
