Main responsibilities of Xi Water Affairs Bureau

(two) unified management of the city's water resources (including groundwater, surface water, atmospheric water); Organize the preparation of the city's overall water conservancy planning, and demonstrate water resources and flood control for cities and major construction projects; Organize the implementation of the water permit system and the collection and management of water resources fees; Release the city's water resources bulletin and the ten-day report on the water quality of major water supply sources.

(three) to formulate the city's water conservation policies, formulate water conservation plans, formulate relevant standards and implementation measures, and organize, guide and supervise water conservation work.

(four) to organize the formulation of water resources protection plans; Organize the division of water functional areas and the control of sewage discharge to drinking water sources and other waters; Monitor the water quantity and quality of rivers, reservoirs and lakes, examine and approve the pollution-carrying capacity of water areas, and put forward opinions on limiting the total amount of pollutant discharge.

(five) responsible for the city's water administration supervision and water administration and fishery law enforcement; Mediation of water and fishery disputes among counties, departments, citizens and legal persons.

(six) the implementation of the city's water conservancy industry economic adjustment measures; To guide the water supply, hydropower and comprehensive management of the water conservancy industry in the city; To study and put forward suggestions on economic adjustment such as water price, credit and finance; Entrusted by the municipal government, responsible for the financing of public welfare water conservancy projects.

(seven) industry management of the city's water conservancy project construction; Prepare and review proposals and feasibility reports for water conservancy infrastructure projects; Organize the formulation of technical standards, regulations and norms for water conservancy industry and supervise their implementation.

(eight) to organize and guide the management and protection of water conservancy facilities, waters and coastlines in the city; Organize and guide the management and development of major rivers, reservoirs and beaches in the city; Organize the construction and management of important water conservancy projects that are controlled and cross-county, and be responsible for the resettlement of reservoirs in the city.

(nine) to guide the rural water conservancy work and be responsible for the management of municipal water conservancy projects and irrigation areas; Organize and coordinate the city's farmland water conservancy capital construction and rural hydropower electrification construction; Responsible for the management of urban water supply sources.

(ten) in charge of soil and water conservation in the city, responsible for soil and water conservation management and soil erosion prevention, monitoring, supervision and law enforcement.

(eleven) responsible for water conservancy science and technology and education; Organize the popularization of water conservancy scientific and technological achievements and foreign economic and technological cooperation and exchanges.

(twelve) responsible for the city's aquatic products and fishery work; Responsible for the planning, construction and technical popularization of aquaculture; Responsible for the protection of fishery resources and fishery environment and the protection of key aquatic wildlife.

(thirteen) responsible for flood control and drought relief work in the city. Responsible for urban and rural flood control, flood control, drought relief and dam safety supervision, undertake the daily work of the Municipal Flood Control and Drought Relief Headquarters, organize, coordinate, guide and supervise the flood control and drought relief work in the city; Implement flood control and drought relief dispatching for major rivers, important reservoirs and hydropower stations.
