According to Article 12 of the Decision of the Ministry of Public Security on Revision, if an ordinary passport is damaged, lost or stolen, a citizen may apply to the exit-entry administration of the public security organ of the local people's government at or above the county level for a replacement. At the time of application, in addition to the materials specified in Article 4 of these Measures, relevant materials shall be submitted: (1) If an application for replacement is made due to damaged documents, the damaged documents and the reasons for the damage shall be submitted; (two) if the certificate is lost or stolen, the certificate of loss and the description of the loss or theft shall be submitted.
1. The procedure for replacing a lost passport is as follows:
1, notify the Immigration Bureau of the loss of passport and visa;
2. Report the case to the lost police station and ask for the report certificate;
3, in the local municipal exit-entry administration designated newspaper report loss statement;
4. Bring my ID card and household registration book, and apply for a new passport at the local entry-exit administration office with the above two certificates. The time limit stipulated in the procedure is 3 months;
5. After obtaining the passport, get in touch with the embassy, submit the report certificate and the copy of the loss report statement to the person in charge of the embassy, and go through the visa subsidy procedures.
Two. To apply for a replacement of a lost passport, the following materials shall be submitted:
1. A written report on the loss of passport, indicating the name and date of birth of the party concerned; Original passport number, issuing authority and date of issuance; Being able to provide a copy of the original passport will facilitate passport application;
2. Original and photocopy of local valid residence certificate or other legal identity certificate;
3. Fill in a complete passport and travel permit application form;
4. 3 passport photos;
5. When you apply for a replacement photo for the first time, you can issue the photo after verifying the identity and license of the applicant; The second application for reissue of photos should be issued three to six months after verifying the relevant information; For the third time, it shall be reissued one year after verifying the identity and license of the applicant.
Three. Passport categories mainly include:
1, labor passport, used for short-term labor dispatch, valid for six months to three years;
2. Travel passport, valid for no more than one month;
3. Non-labor passport, not engaged in labor and commercial activities, mainly used for family affairs such as visiting relatives;
4. Business passport, engaged in business activities;
5, official passport, held by the government sent abroad, unlimited years;
6. Long-term passports can be converted into green cards for long-term residents.

Article 11 Under any of the following circumstances, a passport holder may apply for a new or reissued passport in accordance with regulations:
(1) The passport is about to expire;
(2) The passport visa page is about to run out;
(3) The passport is damaged and cannot be used;
(4) The passport is lost or stolen;
(5) Other circumstances in which a passport needs to be renewed.
Passport holders applying for renewal or replacement of ordinary passports shall submit their applications to the exit-entry administration department of the public security organ of the local people's government at or above the county level where their household registration is located; In foreign countries, I will submit it to the people of China, China's embassies and consulates abroad or other overseas institutions entrusted by the Ministry of Foreign Affairs. After returning to China, China citizens who have settled abroad apply for renewal or replacement of ordinary passports, which shall be submitted by themselves to the exit-entry administration department of the public security organ of the local people's government at or above the county level.
The renewal or replacement of diplomatic passports and official passports shall be handled in accordance with the relevant regulations of the Ministry of Foreign Affairs.
