Main responsibilities of Xianyang Water Conservancy Bureau

(a) responsible for the rational development and utilization of water resources. Implement the Water Law, Soil and Water Conservation Law, Flood Control Law, Fisheries Law, Regulations for the Implementation of Aquatic Wildlife Protection, Measures for the Implementation of People's Republic of China (PRC) Water Law in Shaanxi Province and the state; To formulate normative documents on water conservancy, flood control and fishery in the whole city, and be responsible for supervising the implementation;

(two) responsible for the protection of water for production, life and ecological environment. Unified management of the city's water resources (including atmospheric water, surface water and groundwater); To formulate long-term supply and demand plans and water allocation plans for water resources in the whole city and across cities and counties (districts), and supervise their implementation; Organize the implementation of water permit, paid use system of water resources, water resources demonstration and flood control demonstration system; Responsible for the city's urban and rural water supply. Prepare urban and rural water supply planning, organize and guide the construction, management and operation of urban and rural water supply projects.

(3) Responsible for saving water. Formulate normative documents on water conservation, prepare water conservation plans, and guide and supervise the construction of water-saving society.

(four) responsible for the development and protection of water resources. Organize the preparation of water resources protection plans, monitor the water quantity and quality of rivers and reservoirs, examine and approve the pollution-carrying capacity of water areas, and put forward opinions on limiting the total amount of sewage discharge. Responsible for the issuance of water resources, mineral water and geothermal water intake permits and the examination and approval of mining quotas. Responsible for the protection of drinking water sources, the development and utilization of groundwater and the management and protection of groundwater resources in urban planning areas. Responsible for the daily management of production activities and sand mining within the scope of river management; Responsible for the prevention and control of urban river environment and river sanitation, and maintain the order of river management according to law.

(five) to be responsible for investigating and dealing with major violations of water. To guide the city's water administrative supervision, water administration and water conservation law enforcement; Coordinate and handle water disputes between regions, river basins and departments, be responsible for the supervision and management of water conservancy construction market, and organize and supervise the implementation of water conservancy projects; Responsible for the safe production of water conservancy industry.

(six) to organize the preparation of proposals and feasibility reports for large and medium-sized and trans-regional water conservancy projects; To organize and guide the management and protection of water conservancy facilities, waters and coastlines in the whole city; According to the principle of hierarchical management, the Municipal Water Conservancy Project Management Bureau became; Responsible for the city's rivers, reservoirs, beaches and other waters coastline management and comprehensive management and development and utilization of major rivers and reservoirs; Responsible for the safety supervision of reservoirs and hydropower dams in the city.

(seven) responsible for rural water conservancy work. Responsible for the management and network scheduling of large-scale water conservancy irrigation areas in the city; To guide the management of irrigation areas in counties and cities; Organize and coordinate the city's farmland water conservancy capital construction and rural hydropower electrification construction; Responsible for the management of rural water supply sources, and guide the development of rural hydropower resources according to regulations.

(eight) in charge of the city's soil and water conservation work. To implement the laws, regulations and policies related to soil and water conservation, formulate soil and water conservation plans and supervise their implementation; Responsible for the comprehensive management, prevention and supervision, monitoring and forecasting of soil erosion in the city; Responsible for the examination and approval of water and soil conservation scheme for development and construction projects.

(nine) responsible for water conservancy science and technology and education. Organize the quality supervision of water conservancy industry, be responsible for practical water conservancy technology research, organize the popularization of water conservancy scientific and technological achievements, and carry out water conservancy technology cooperation and exchange; Responsible for the city's water conservancy statistics.

(ten) responsible for the city's fishery work. Responsible for the examination and approval of the construction and production license of aquatic seedling farm, responsible for the quality supervision of aquatic products, and in charge of the city's aquatic wildlife protection and fishery law enforcement.

(eleven) responsible for organizing, coordinating, guiding and supervising the city's flood control and drought relief work; Implement flood control and drought relief dispatching of major rivers, important reservoirs and hydropower stations, prepare the city's emergency plan for flood control and drought relief and organize its implementation. To undertake the daily work of the office of the Municipal Flood Control and Drought Relief Headquarters, and be responsible for the emergency management of water conservancy emergencies.

(twelve) in accordance with the relevant provisions of the state, the management of state-owned assets and special funds of water conservancy departments; Cooperate with relevant departments to manage water and water and electricity prices.
