Baoquan Reservoir, a drought-resistant emergency water source project in Jingyuan County, is the core project of developing modern agriculture, green agriculture, leisure agriculture and aquaculture in north beach Town. In order to ensure the smooth progress of the project construction, relevant matters are hereby notified as follows:

1. Baoquan Reservoir, an emergency water source project for drought relief in Jingyuan County, covers an area and is located in north beach Town and Baoquan Village of Jingyuan County. The project is mainly composed of water diversion channels, reservoirs, valve wells and pipelines.

2. From the date of promulgation of this notice, no unit, collective or individual may build or rebuild any project, change the original type and landform of the area, or engage in activities that change land use and affect construction, except for key projects such as railways, highways, electric power and communications that have been approved by the state to start construction.

3. The household registration department should strengthen the household registration management of the area occupied by Baoquan Reservoir, a drought-resistant emergency water source project in Jingyuan County, except for the distribution of freshmen, married and demobilized soldiers and college graduates.

4. All units, organizations and individuals in the project area should strictly implement the provisions of this notice and actively support and cooperate with the local government and relevant departments to carry out their work. Those who violate laws and regulations to intervene in physical investigation, project construction and resettlement shall be investigated for responsibility according to law.

5. Anyone who moves into the population and changes the land use without authorization in violation of this notice shall not be registered and compensated when the land is expropriated.

6. This notice shall be implemented as of the date of promulgation.
