Can Yunnan passport travel freely in Japan?

Guizhou people can't apply for a passport to Japan in Kunming. To apply for a passport, you must bring your ID card, household registration book and photos to the entry-exit reception hall of the county-level public security bureau where your household registration is located. There are the following provisions:

Article 4 When applying for an ordinary passport, a citizen shall submit it to the exit-entry administration department of the public security organ of the local people's government at or above the county level where his domicile is located, and submit the following authentic and valid materials:

(1) A recent bareheaded photo, and a complete Application Form for China Citizens to Go Abroad on Private Business (hereinafter referred to as the Application Form).
